- Description
- The U.S. Department of Energy, Idaho Operations Office (DOE-ID), intends to award a sole-source purchase order for support services to Secured Transportation Services, LLC, in accordance with FAR 13.106 and FAR 5.101, and FAR 19.1406 under the authority of FAR 6.302-5 (10 U.S.C. 2304(c)(5)). The estimated cost of this acquisition is $17,000. The purpose of this acquisition is to provide assistance in the shipment of irradiated fuel elements (Spent Nuclear Fuel or SNF) from Oregon State University and Washington State University. This work shall consist of actions necessary to assist the Universities with all tasks required to package and transport the SNF in accordance with all Federal, State and Local regulations. The contractor must be familiar and knowledgeable of all requirements and regulations pertaining to the packaging and transport of spent nuclear fuel. The contractor must have prior experience in the performance of at least one successful SNF shipment under the University Reactor Program or equivalent. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS, REQUEST FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY DOE TO PAY FOR ANY COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS NOTIFICATION. NO SOLICIATION DOCUMENT IS AVAILABLE. However, all responsible sources may submit a response which, if timely received, will be considered by the DOE. Any firm that believes it can meet the requirements may provide a written, narrative statement of capability prior to the response due date of December 3, 2007. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the award to Secured Transportation Services, LLC, without publishing a solicitation. Responses are due by December 3, 2007, 5:00 p.m. (MDT). All responses shall be submitted via e-mail to foggjc@id.doe.gov. Telephone requests or inquires will not be accepted.
