- Notice of Intent to Award a Sole Source Procurement for Payment of a permitting fee to the County of Sacramento. Description: Sources Sought/Notice of Intent to Negotiate with One Source. This contract action is necessary to acquire a permitting fe e from the County of Sacramento to construct burrowing owl habitat on County lands. The Government intends to solicit and negotiate with the County of Sacramento under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Serv ices Will Satisfy Agency Requirements, unless as a result of an analysis of acceptable responses to this notice, a determination is made by the Government to issue a competitive solicitation. The Sacramento District Corps of Engineers (Corps) is seeking t o identify sources that are qualified to issue permits to construct Burrowing Owl habitat on County property. Burrowing Owl mitigation on County Parks Property has been approved by the California Department of Fish and Game as an approved compensation are a for impacts to Burrowing Owls. The mitigation site is managed under agreement with County Parks as wildlife habitat by the United States Fish and Wildlife Service and is part of the Stone Lakes National Wildlife Reserve. The proposed BUOW mitigation str ategy is compatible with this management regime. Purchasing mitigation permits on public lands within Sacramento County leverages and directs significant federal, state and local cost contributions to a regional public agency that is charged with a region al open space/habitat management mission. Interested parties may identify their interest and capability to respond to the requirement. The following are the two criteria that we will use for evaluation of qualifications: 1. Interested parties must be ab le to issue a permit to construct owl borrows on County property; 2. The interested party must pass a background security check. Information furnished as a minimum should include appropriate information and professional qualifications that demonstrates th e firms ability to meet the requirements listed above. Responses must be limited to a maximum of 10 pages, total. Oral or facsimile responses will not be accepted. This notice of intent is not a request for competitive proposals. However all information received, not later than 2:30 p.m. (local time), within thi rty (30) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Govern ment. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If the Government determined, based on responses to this notice, that a full and open competition will be conducted , a synopsis will be placed in FedBizOpps announcing the acquisition; otherwise, the Government will proceed with negotiations with one source with no further notice.
