Description
Marine Corps Systems Command (MARCORSYSCOM), Infantry Weapons Systems, Quantico, Virginia intends to conduct a limited competition for the second phase (production) of the Infantry Automatic Rifle (IAR) project. The goal of this project is to enhance the Automatic Rifleman?s maneuverability and displacement speed, while providing the ability to suppress or destroy those targets of most immediate concern to the rifle team. This effort is a direct follow-on to phase one which was a development/demonstration effort conducted by MARCORSYSCOM and contracted through the National Small Arms Center (NSAC). This phase allowed for the provision of prototypes for demonstration and proof of concept testing. The intent of the initial prototype IAR effort was to reduce risk to the government and expand market research activities by allowing industry to demonstrate its capabilities to meet the government?s requirements for the Infantry Automatic Rifle (IAR). The results of the p rototype phase aided in refining the requirements for the IAR project. The acquisition objective for the Marine Corps? production effort, which is subject to change, is 4,500 weapons. This acquisition is being conducted through limited-competition using FAR procedures and a multi-year, firm-fixed price contract award. The acquisition strategy, as stated in the Request for Project Proposals (RPP) W15QKN-06-R-0253 that was released through the NSAC in March 2006, limits phase two competition to the following vendors that successfully responded to the phase one RPP with a valid proposal: Colt Manufacturing LLC, Fabrique National Herstal, General Dynamics ATP, Heckler & Koch, Knight?s Armament Company, and Leitner-Wise Rifle Company. The North American Industry Classification System (NAICS) Code is 332994, Small Arms Manufacturing. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Online Certifications and Representations at (ORCA), http://orca.bpn.gov, will also be required. Failure to comply with ORCA registration may make a vendor offeror ineligible for award. This notice is not a request for competitive proposals and no solicitation is available at this time. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later 30 November 2007 electronically to Mr. Rick Baumgartner, Contract Specialist, Richard.Baumgartner.ctr@usmc.mil. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
