Description
The Department of Interior (DOI), U.S. Geological Survey (USGS), Earth Resources and Science (EROS) Center, located in Sioux Falls, SD, has a requirement for engineering and technical support services to develop and integrate the ground system elements for the Landsat Data Continuity Mission (LDCM). The USGS and the National Aeronautics and Space Administration (NASA) share LDCM implementation responsibilities. NASA is procuring the spacecraft, instrument, launch services, and the mission operations element (a portion of the overall ground system) along with performing overall mission integration activities. The USGS is procuring and integrating the ground system (except the mission operations element) to include acquisition planning, ground networks and communications with the spacecraft, image processing, data storage and archive, and user data access and distribution capabilities. The ground system elements to be developed and integrated under this requirement, called the Landsat Data Continuity Contract (LDCC), are contained within two major segments, the Flight Operations Segment (FOS) and the Data Processing and Archive Segment (DPAS). The USGS also requires support in integrating the FOS and DPAS with the overall mission. The LDCM launch is currently targeted for a July 2011, and operations will follow launch and completion of a 90-day checkout period led by NASA. The USGS will operate the LDCM including the space and ground systems through contracts separate from the LDCC. Operated by the USGS, EROS is a national data reception, processing, archiving, distribution, and research facility for remotely sensed data and other forms of geographic information. The EROS Center maintains the world's largest collection of space and aircraft acquired imagery of the Earth, including over four million images acquired by Landsat and other civil satellites, and over eight million aerial photographs. This requirement is being issued as full and open in accordance with FAR Part 15 for competitive acquisitions (see note 26). Please note this requirement is subject to the availability of funds. USGS will not accept unsolicited proposals related to the subject of this announcement. USGS does not intend to pay for the preparation of any information submitted in response to this announcement. Those interested parties that want to qualify as a small business must qualify under the North American Industry Classification System Code (NAICS) 541330, "Engineering Services". The size standard for this NAICS code is $4.5 Million. The Government anticipates an award of a performance based, cost-plus-award-fee (CPAF) type contract. The period of performance for this contract will be for a period of one base year and four one (1) year option periods beginning with the date of award. The Government anticipates release of the RFP Monday, December 10, 2007 and a site visit, of the EROS Center, Tuesday, December 18, 2007; (time to be determined). Notification of intent to attend the site visit must be submitted via email to the Contracting Officer no later than 12:00PM Eastern Time, Wednesday, December 5, 2007. The number of participants is limited to 3 representatives for your company; include the company name and address and names of the participants and their phone numbers. If you desire to have your company information released to potential offerors for this acquisition, for the purpose of potential teaming or subcontract arrangements, submits your information via email to the Contracting Officer stated herein.
