Description

Hidden Valley Fire Facilities - The Bureau of Land Management (BLM) intends to issue a Request for Proposal (RFP) ) to award a single, firm fixed-price contract for non-personal services in which the contractor shall furnish all supervision, labor, equipment, supplies, and materials necessary to bring utilities to the site and construct a Fire Facility and site improvements. The site improvements include utilities, pre-manufactured Saw Shop and Hazmat Building, trash enclosure, concrete patio and associated drives, walks, fences and landscaping. The work is located in Lassen County, CA. This requirement is open to both large and small businesses under the Small Business Competitiveness Demonstration Program. The HUBZone preference IAW FAR 19.1307 applies. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The estimated price range is between $1,000,000 and $5,000,000. The anticipated period of performance is 365 calendar days after receipt of the Notice to Proceed. Bonds will be required as follows: Payment and Performance bonds - 100% of the contract price. The official solicitation will be available by electronic posting only and may be found at www.fedbizopps.gov. The offical drawings and specifications will be available only on compact disk. DISCLAIMER: With regard to the solicitation, drawings, and specifications, the Government is not liable for information furnished by any other source. Vendors must fax a written request for the compact disk to 303/236-0590, or email a request to Connie_Barr@blm.gov or Dane_Johnson@blm.gov. Amendments, if/when issued, will be posted to www.fedbizopps.gov for electronic downloading. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the documents posted on the refernced web pages. The Government will not issue paper copies. Offerors will be required to print the solicitation documents for submission of their proposals. The solicitation documents will be posted on or about December 5, 2007. The tentative date for the pre-proposal conference is on-or-about January 8, 2008, 8:30 a.m. local time at the Eagle Lake Field Office in Susanville, CA. Interested contractors are encouraged to attend. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by January 2, 2008 via e-mail (preferred) to Dane_Johnson@blm.gov or faxed to (303) 236-0590. The solicitation closing date is scheduled for on-or-about January 23, 2008. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3, Source Selection Procedures. Evaluation factors include Past Performance and Price. The Government intends to award without discussions. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov in order to receive a contract award under this solicitation, and register or update their registration at the Online Representation and Certification Application website at http://orca.bpn.gov. This solicitation is not a competitive bid and there will not be a formal public bid opening.
