Description
A market survey is being conducted to determine if there are adequate HubZone; 8(a); and Service Disabled Veteran Owned Businesses (SDVOSB) qualified to perform the following contract: Design/Build of a new 400-member 43,503 SF Armed Forces Reserve C enter (AFRC), 9,141 SF vehicle maintenance shop (VMS), and a 16,266 SF unit storage building (heated and unheated) located at Yakima, Washington. Demolition of the existing approximate 16,000 SF AFRC Building, approximate 3,500 SF shop and paving are also included. Buildings will be out of permanent construction with reinforced concrete foundations, concrete floor slab, structural steel frames, masonry veneer walls, standing seam metal roof, HVAC systems, plumbing, mechanical systems, security systems, an d electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve the project. Access for the disabled will be provided. Force protection (physical security) measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Comprehensive buil ding and furnishings related to interior design services are required. The project is planned for advertisement in December 2007. The contract duration is estimated at 720 days. NAICS is 236220. The estimated construction cost range is between $10,000,0 00.00 and $25,000,000.00. 15% of the work is to be self performed. All interested small business-types identified above must respond to this notification in writing by 2:00 p.m. (Louisville Time), December 3, 2007. It is anticipated that the project wil l be advertised as a Single Phase, Design/Build Contract and the solicitation will be evaluated based on the Best Value/Tradeoff Process. Your response must include the following information: (1) Identification and verification of the companys small bus iness size (HUBZone; 8(a) or SDVOSB); (2) Submit a listing of projects (similar in size, scope and dollar value to this project) that you have completed within the last 5 years, including the name of the project, the construction start and completion date, the final dollar amount of the contract and a short description of your role and work performed (less than 200 words), percentage of self performed work and how it was accomplished; (3) A letter from your bonding company addressing your capability of obta ining performance and payment bonds for a project within the cost range of the proposed project and (4) a statement verifying the contractor will perform at least 15% of the work and how it will be accomplished. NOTE: If a sufficient number of qualified H UBZone; 8(a) or SDVOSB firms do not respond to this market survey by the date and time indicated above, the planned contract action will be converted to full and open competition and will be advertised and awarded as such.
