Description
The pre-solicitation notice for this solicitation was released previously under Solicitation No. W912WJ-07-R-0015. However, as the solicitation is being issued in Fiscal Year 2008, a new solicitation number has been issued, which is Solicitation No. W912WJ-08-R-0002. The work is for Environmental Planning and Consulting Services Contract for Various Projects Located throughout the Northeastern United States and Adjacent Waters. The location of services to be performed under this contract shall be pr imarily in the Northeastern United States and adjacent coastal waters in the area currently covered by the US, Army Corps North Atlantic Divisions (NADs) civil and military works boundary. Work anticipated to be performed under this contract includes but is no t limited to field sampling and analysis efforts in both riverine and coastal environments; field studies, marine sediment testing, water quality monitoring, and plume tracking associated with navigational and Superfund remediation activities; ocean ographic monitoring surveys in support of Environmental Impact Statement (EIS) dredged material disposal site designation; preparation of Sampling and Analysis Plans (SAP) and Quality Assurance Project Plans (QAPP) according to Corps and Environmental Prot ection Agency (EPA) reporting and formatting requirements; identification of plants, fish and wildlife, and benthic infauna from the marine, terrestrial, and freshwater environments; water quality, sediment chemistry, bioassay, and bioaccumulation analyses ; rendering of expert opinions (written and oral); reliable expert witnessing in regulatory, legal and scientific settings; preparation of Environmental Reports including EISs, Environmental Assessments (EA), Statements of Findings (SOF), 404 (b) (1 ) Eval uations, and Statements of Compliance; preparation of Dredge Material Management Plans (DMMP) to identify alternatives to open water disposal; preparation of water quality inventories and reports to include sediment contamination, computer models an d/or g eographic information systems (GIS) to describe existing environmental conditions and potential environmental impacts of proposed projects; performance of remedial site investigation/feasibility study (RI/FS) work for sites in an area where there is eviden ce of an uncontrolled release of a hazardous substance; environmental monitoring studies, such as sediment and water quality analysis or RI/FS work, to determine the state of environmental contaminants at Superfund and other hazardous, toxic, and radioacti ve waste (HTRW) sites; undertaking of specific field and/or laboratory studies to answer resource and impact questions; preparation of Corps approved SAPs for the conduct of environmental studies; collection of sediment samples using grabs, sediment coring devices (vibracore) and other methods as may be necessary to acquire required volumes to undergo chemical, physical, and biological analysis and present results in a summary format. Solicitation No. W912WJ-08-R-0002 is issued today, 19 November 2007. Th e Classification Code for this procurement is North American Industry Classification System (NAICS) 541620 with a size standard of $6,500,000. The solicitation will be issued as a total small business set-aside. Work is anticipated to begin in March 2008. The Government intends to award a Firm-Fixed Price Indefinite Delivery - Indefinite Quantity contract with one base year and four option years. Work will be performed on a task order basis. The contract ceiling amount will be $15,000,000.00. The Request fo r Proposal and amendments, if issued, will only be available on-line. Interested vendors can download the solicitation via the Federal Business Opportunities (FBO) website (www.fbo.gov). The solicitation is available on the Internet as of 19 November 2007. The due date for proposals will be stated in the solicitation. Requests for solicitation documents by telephone, fax, or e-mail will not be honored. The Govern ment intends to make award to the offeror that represents the best value to the Government, price and non-price factors considered. Instructions and evaluation factors will be provided in the solicitation. All responsible small businesses may submit a prop osal for consideration.
