Description
PLEASE NOTE THE DECORATIONS MUST BE COMPLETED BY 4 DECEMBER 2007. Contractor shall Provide all plant, labor, materials, equipment, and supplies to decorate Post Headquarters (building 4325) and gates 1, 2, and 5 for the Christmas holiday season on F ort Jackson, SC. Complete, in strict accordance with the below specifications of this contract. These are high visibility areas. The contractor shall ensure operations and work are conducted in a professional manner. SPECIAL EQUIPMENT: The contractor shall provide all special equipment and operators as required to execute the work. The contract shall provide lifts, hoists, ladders, scaffolds, a bucket truck and associated labor and all other equipment and materials. An certified electrican may be req uired. SCHEDULE OF WORK: The Contractor shall begin work on date of award and complete work no later than 4 December 2007. SPECIFIC TASKS: Work is described as the contractor to decorate building 4325, adjacent facilities and grounds; gates 1, 2, and 5; and adjacent structures in a manner commensurate with the Season providing a holiday spirited theme and in concert with the specified described work. There are a number of photographs that represent the general scale, theme and nature of the work and are r epresentative of the type color and desired appearance. The photographs are presented as information only. The contractor is required to submit a design which consists of detail sketches of the proposed decoration for each area. The sketches should provide estimated quantities, dimensions and color scheme; as applicable. The contractor shall use existing light s and materials as possible to achieve the required work. The contractor shall perform all installation and procurement of additional material (itemized listing of purchased items) to execute work. New items purchased remain the property of the government . The contractor shall repair, replace bulbs and perform other work to restore serviceable lights and other decorating materials to a safe and usable condition. Lights and other decorating material determined to be unsafe or unserviceable shall NOT be us ed. Series lights are NOT allowed. The contractor shall provide a Point of Contact and phone number that shall respond to service calls with in 4 hours and initiate corrective action(s) regarding the non-operation, failure or defacement of decorations. The contractor is expected to replace bulbs and non-operation decoration, resulting in no fault of the government, at no additional cost. The contractor shall install decorations and lighting in a secure manner with ties, wraps, connectors or other means where colors blend to adjacent objects. The contractor shall provide all electrical cords connection and controls. All electrical circuits shall be UL listed and GFCI protected and approved for outdoor use. Upon completion of all work (4 December 2007) and the end of the holiday season(5 Jan 2008) the contractor shall remove all decorations, package, box, and deliver all items to the DLE for storage. The specific day is not know at this time but is usually during the first week of the new year. The cont ractor shall use only licensed electricians in the conduct of all electrical work. The contractor shall test light ALL lighting arrangements to assure proper operation. The Government is responsible for furnishing electrical power and ensuring outlets ar e operational. The contractor shall ensure all lights on the Christmas Tree, Menorah and manger scene are in proper working condition NLT 2:00 P.M. on December 6, 2007; the date of the tree lighting ceremony. The contractor shall be on-site during the tre e lighting ceremony on December 6, 2007 at 5:00 P.M. and shall resolve any operational problems. The lights located at gates shall be energized after the tree lighting ceremony is complete on the same day. POST Headquarters: There are limited electrical c ircuits on the facility. The contractor shall use natural decorations to compliment and fill the areas to generate the holiday theme where electrical outlets are not available (flag pole walkway). The contactor shall decorate building 4325 and adjacent grounds as described here-in: a. The front doorway and all front window framing shall have draped RED with WHITE striped garland. b.The front door shall have a 4 feet wreath placed over the frame securely anchored. c.The front columns shall have cascading wrapped color garland from top to bottom and surrou nding the top to conceal the start of work. d.The surrounding grounds and building shrubs and Center Isle shall have color bows and lights brilliant in color. e.All shrubs adjacent to Post HQ shall have white mini-bulbs. II. POST Headquarters Tree: The c ontractor shall install lights in a manner to hide wiring and provide maximum bulb and decoration exposure. The contractor shall use high visibility streamers, bows and garland items to pronounce the holiday theme. a.The contractor shall decorate the tree with bright multi-color lights (lights spaced 12 on center), RED bows 12 to 16 inch, with long streamers (6 feet long) approximately 25 spaced symmetrically about the tree staggered, garland, and other trim.b. The lighting arrangement(s) shall be symmetric al around the tree with lighting spaced 4 feet at ground, ascending to one point at the center of the top of tree. The contractor shall provide a (one) center located 3 inch or better pole for the light connections. Lights shall be medium base size. The lights are to be anchored to the center pole and ground. c. The contractor shall place and set up the Menorah and manger scene, etc on the front grounds of building 4325 (government furnished property). The Menorah may require rewiring prior to use. A separate contract line item will be added in the contract t o allow for this cost; if necessary. d.All electrical cords and extensions shall be encased into one or two PVC conduits. Each cord shall be GFCI protected. The conduit shall be covered with green indoor outdoor carpeting. The covering shall be anchored to the ground with stakes 2 feet on center. III. Decorate entrance gates #1JacksonnBlvd, #2 Strom Thurmond & #5 Semmes Road with lights, bows, garland. a.The contractor shall provide lighted wreaths (approximately 4 feet in diameter) on each entry over h ead cover located on the entrance side. b.The entry shrubs shall be well lighted with low level lighting photo-cell controlled. c.The Island located at gate 2 shall be lighted and shall have decorations d.Gate 1, the contractor shall provide two stringers of 150 mini-bulb lights on each tree entering the Installation to the guard house.
