Description
NAICS Code: 51121 The Office of Research and Development (ORD) intends to award a sole source, firm-fixed-price commercial services contract using simplified acquisition procedures to Microsoft Corporation Premier Sales of Charlotte, North Carolina to provide premier support services for twelve (12) months of 1) a maximum of 300 hours of Microsoft Premier Support Services including Infrastructure support assistance, reviews, development assistance, lab, planning and resource facilitation, status meeting and reporting and escalation management; 2) up to a maximum of 400 hours of support for SMS/MOM Premier Field Engineer professional services; up to a maximum of 25 hours of problem resolution support services for hot fixes, critical problem alerts and multi-vendor coordination; and 4) access to Information Services and Workshops, newsflashes and unlimited-user services desk license for specialized technical assistance, hotline availability based upon individual incident calls that require rapid resolution to ORD's support enterprise. ORD has offices and laboratories throughout the continental United States and the requirement for support is nation-wide since Microsoft applications are used ORD and only Microsoft Premier Support can provide access to Microsoft software developers and its proprietary source code for current and future products on a 24 x 7 basis. Both the ORD Call Center and Enterprise Operations Center require such resources to support the ORD user base of 3,500 users, 5000 workstations and 200 servers. Any vendor that is a Microsoft authorized reseller could only obtain ORD's specialized support from Microsoft since only Microsoft is able to provide the access to its knowledge base and provide its developers to go to an ORD site to diagnose problems for some of ORD's specialized programs, interview users and determine the best software coding that is required to solve ORD's time-critical needs. Contracting for the ORD support using another vendor would result in unacceptable delays meeting ORD's user community and Call Center requirements, and would also not be cost effective. This non-competitive action is being processed in accordance with FAR 6.301-1 - Only One Responsible Source. This announcement constitutes the RFP and is the only solicitation that the Contracting Officer will issue.
