- The following is a Request for Information (RFI). This RFI is for information and planning purposes only and does not constitute a Request For Proposal (RFP). The RFI will be used for the purpose of exchanging information to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government's requirements, and enhancing the Government's ability to obtain quality supplies and services at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award. The Government believes industry feedback is important and is receptive to any and all ideas from industry which would result in increased competition, realizing cost savings, or highlighting potential contractual problem areas associated with the draft requirement. Please see attached for Draft Requirement. The Marine Corps is seeking total integration services for design, development, deployment and support of Marine Corps Action Tracking System ? Replacement (MCATS-R), a web-based tracking and task management workflow system. The MCATS-R shall be an enterprise web-based correspondence and task management system used on both the unclassified (NIPRNet) and classified (SIPRNet) Marine Corps Enterprise Information Technology Services (MCEITS) Environments. This product will provide the Business Process Management capabilities within the eUSMC enterprise portal framework. The product will be used by HQMC and related operating force organizations. All contractors who provide goods/services to the DoD must be registered in the Central Contractor Register (CCR). Any forthcoming solicitation will require online certifications and representations (ORCA), http://orca.bpn.gov. Failure to comply with ORCA registration may make the offeror ineligible for award. Questions concerning this RFI shall be submitted to ISIcontracts@usmc.mil, with a subject Line ?MCATS-R RFI Questions? not later than 1100, 26 November 2007. Interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, past performance, and their Rough order of Magnatude (ROM) for the effort, no later than 1100, 13 December 2007. Responses to this RFI shall be submitted by email to ISIcontracts@usmc.mil, with a subject Line ?MCATS-R RFI Response.? THE SUBMISSION OF INFORMATION IN RESPONSE TO THIS NOTICE IS FOR PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF SUBMISSION OF RESPONSES TO THIS RFI AND GOVERNMENT USE OF SUCH INFORMATION.
