- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued as a request for quotation (RFQ). This is a restricted purchase set-aside for 100% Small Business Concerns. The North American Industry Classification System Code (NAICS) is 562991. Drivers must coordinate with POC prior to delivery because this will be a live range. POC on this matter is Cpl. Lewis Graham @ 760 830-8019. The terrain is very rugged and an extreme 4x4 truck will be required to travel to some of these areas. If a new vendor is awarded the contract, the vendor has to be aware of a range safety briefing prior to having access to the ranges. The briefing will need to be scheduled a day prior to the delivery of the portable toilets. The Government intends to award a contract resulting from this solicitation to the responsible/responsive offeror whose proposal conforming to the solicitation will be the most advantageous to the Government, considering lowest price technically acceptable offer. The following factor shall be used to evaluate the proposals. (1) Price? The lowest price technally possible while providing the requested items and meeting the delivery terms.
