Description
This is a Request for Information (RFI). The Space and Naval Warfare Systems Center San Diego (SSC SD) ??? Information Technology Engineering Branch is seeking industry input and ideas for Visualization Tools, Capabilities, and Innovative Concepts in support of a potential Office of National Drug Control Policy (ONDCP), Counter Drug Technology Assessment Center (CTAC) initiative. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS. Additionally, the Government WILL NOT provide reimbursement for any information that may be submitted in response to this RFI. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is seeking input from the scientific community, educational institutions, private and government research and development organizations, and the general public about state of the art and potential innovative concepts in the area of data visualization for decision support. The objective of the visualization tool is to provide information to personnel involved in drug policy, treatment, and enforcement by providing readily understandable visualizations and analyses of diverse data sets to support effective decision-making regarding the supply-reduction and demand-reduction programs of multiple government agencies. The visualization tool objective is to maximize the use of (1) open source and (2) commercial data tools. Efficient data representations will permit government agencies to better optimize limited resources and to help readily assess their utility. Visualization capabilities of interest include: (1) Understanding the geospatial patterns of drug use; (2) Evaluating the impact of current or past program interventions; (3) Projecting the potential impact of proposed interventions; and (4) Optimizing deployment of current resources. Realization of these capabilities will require: (1) depiction of a variety of datasets ??? singly and in combination ??? within an integrated spatial display environment; (2) the ability to import and export datasets from and to a variety of both standard and non- standard sources; (3) the ability to manipulate these datasets to generate the specific data components needed for display, discovery, and distributed collaboration in real time or near real time; and (4) the ability to address confidentiality and data security needs of diverse government (i.e., federal, state, and local) agencies. The purpose of this RFI is to solicit input as to: (1) Commercial and/or open-source tools/applications currently available to meet the objectives of the visualization objective; (2) the efficacy and scalability of current open source and commercial data visualization tools, applied to current data sets; (3) Information that can be used to document shortfalls in current and future requirements in the area of visualizations; and (4) Information technology and decision support concepts for increasing the capability and effectiveness of current visualization tools. Responses to this RFI shall include: (1) company name, address, point of contact, telephone/fax number, and email address; (2) business size status (such as large business, small business, disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, and/or Veteran Owned; and (3) sufficient data/information to evaluate the merit of claims or applications in response to the areas of interest described herein. Responders should be aware that information will be evaluated and may appear in other documents/reports. Additionally, the government cannot guarantee the confidentially of the information provided. Therefore, DO NOT INCLUDE ANY MATERIAL MARKED ???PROPRIETARY INFORMATION???. All information in response to this RFI shall be submitted no later than December 11, 2007 by 12:00 PM Pacific Time via electronic transmission to the SPAWAR E-Commerce Central website.
