- CONTRACT INFORMATION: THIS IS A PRE-SOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. This is a pre-solicitation notice for a design/build, 8(a) set aside competitive procurement. The procurement will be conducted using source selecti on procedures and the award will be based on the best value to the Government considering price and non-price factors, which are cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. This will be a design buil d contract with a one-step selection process. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional appropriation approval. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the solicitation, selection, evaluation, ne gotiation and up to final award. All contractors are advised that they must be registered in CCR and ORCA http://orca.bpn.gov. Joint ventures must also be registered in CCR and ORCA as a joint venture. We advise contractors to begin this process when th ey prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the CCR database will make an offeror ineligible for award, (Reference DFAR 252.204-7004, Required Central Contractor Registration). Project Title: Design/ Build Duplex Company Operations Facilities (COFs) (FTW326), Fort Wainwright, Alaska (1) PROJECT INFORMATION: Design and Construct a duplex company operations facility to include an enclosed laydown area, intrusion detection system, energy control system ( EMCS), local are network connections and anti-terrorism (AT) measure. Supporting facilities include site utilities, fire alarm and protection system, paving, site improvements, storm drainage, information systems, Anti-Terrorism (AT) measures, and site im provements. Heat furnished by central plant. Access for individuals with disabilities will be provided. The estimated design and construction cost for this project is between $10,000,000 and $25,000,000. Joint Ventures demonstrating the necessary qua lifications will be considered and are encouraged. To be considered a qualified 8a contractor, a firm must meet the criteria of the Federal Acquisition Regulation (FAR) and the Small Business Administration (SBA) for North American Industry Classification System (NAICS) code 236220. SELECTION CRITERIA: Award will be based on the Best Value approach. Offerors will be evaluated based upon the following non-price evaluation factors: 1. Design Technical to include building function and aesthetics, quality of building systems and materials, site design and sustainability; 2. Performance Capability to include experience, past performance, proposed contract duration and summary schedule, organization/technical approach, and key personnel and 3. Price. The overa ll technical (non-price) evaluation rating is considered more important than price. OBTAINING THE SOLICITATION: The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about December 10, 2007. All solicitation documents will be posted to the Federal Technical Data Solutions (FedTeDS) website. Access to the documents will be through a link on the FedBizOpps website: http://www.fbo.gov. Use the Advanced Search function and use this so licitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from FedTeDS via the Fe dBizOpps website. All responsible sources may submit an offer which will be considered by the agency. All notifications of changes to this solicitation shall be made through the Internet only.
