Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number W15QKN-08-T-0240 is issued as a Request for Quote. The United States Army, Joint Munitions & Lethality Life Cycle Management Command in support of the Armament, Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, if necessary, and award on a competitive basis, limited to Small Business Concerns. The government has a requirement for two (2) EM61M or equivalent Time-Domain Electromagnetic Induction Metal Detection Systems and one (1) spares package for the purpose of Government evaluation and testing. The EM61M permits real time magnetic mapping linked to real time GPS position plus the ability to post process area magnetic maps. It is a completely self-contained unit on a man pushed or pulled cart with 2 wheels and a handle, with GPS unit, electronics control/driver unit and Allegro Handheld computer user functional control/display unit all contained on a tray on the handle. The following salient features apply to the Metal Detection units: 1) Equipped with instantaneous Time-Domain Metal Detection mapping capabilities permitting the user to see, in real time, the GPS location of search path during operation over the search area and with superimposed color scale depiction of relative Time-Domain Response intensity such that as the operator maneuvers the detection system the Time-Domain Response map is compiled in real time on a color screen. 2) Real time display to provide automatic centering within screen of operator location within search area, including pan and zoom feature to allow zoom to full screen area of 5 to 500 square meters 3) Screen within screen function of the real time display indicating detection intensity of the Time-Domain Response in real time bar graph format. 4) Automatic recording of all collected Time-Domain Response intensity data in real time at minimum of 15 samples per second, stored in memory chip which can be easily removed 5) Unit completely self contained and does not require operator to carry any equipment, such as electronic components computers, batteries or other auxiliary devices 6) Unit capable of being pushed along the ground at walking speed and up to 16 kilometers per hour while collecting Time-Domain Response intensity data over a path width of 1 to 2 meters 7) Subsurface detection performance of metallic objects equal to or exceeding the depth detection performance of the EM-61MKII. 8) dual coil system consisting of minimum of one transmitting coil of dimensions 1 meter X 0.5 meters and 2 receiving coils which accomplishes time domain Electromagnetic induction of subsurface metal and analysis of received Time-Domain Response. 9) Capable of download of magnetic stored Time-Domain Response intensity data over an area of up to 1Km X 1Km and download of this data after scanning to a laptop computer for generation of Time-Domain Response map using commercially available mapping software." 10) Real-Time DGPS with Decimeter Accuracy using no Base Station with one year subscription to satellite based differential correction providing a single solution for any land area worldwide. 11) System batteries housed at a position at the center of the bottom coil to provide enhanced system balance and weight distribution. 12) Primary magnetic field pulse repetition rate of minimum of 75 hertz 13) Post processing analysis of magnetic maps obtained with the data logger obtained via transfer of magnetic map and GPS position coordinated information to a supplied laptop running on Windows XP laptop with true field ruggedness, maximum LCD display brilliance currently available on the market, true sealed keyboard, and minimum of 1 GB RAM and 80 GB hard drive, and using supplied commercial mapping software that allows depiction of metal detection field intensity and location/dimensions of potential targets of interest coordinated to true GPS position. The following requirements apply to the spares package: One each of the following: cart handle, cart wheel, main metal detector electronics control/driver unit, GPS unit, handheld computer which acts as the user interface/display/control of the system, real time metal detection software, post processing mapping software, and extra cable set which connects all subsystems together. Two metal detection units plus the spares package shall be delivered to Picatinny Arsenal, NJ 07806 prior to 15 January 2008 The requirement will be fulfilled using the Simplified Acquisition Procedures, part 13 of the FAR and the test program authorized in FAR subpart 13.5, to the maximum extent possible. FOB is Picatinny Arsenal, Building 455, Picatinny Arsenal, NJ 07806. Delivery is to be completed by 15 January 2008. Line Item 0001 EM61M or equivalent Time-Domain Electromagnetic Induction Metal Detection System. Offerors must include brochures and literature showing their ability to meet all of the Government requirements along with their quotation. Offerors must be registered in Central Contractor Registration (CCR). Offerors must include copies of commercial price lists indicating the price offered in response to this RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-19, Effective 17 Sep 2007 and 2005-20, Effective 06 Sep 2007 & Class Deviation 2005-o0001. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certification-Commercial Items, with their offer. Commercial warranty requirements apply to this acquisition that is consistent with customary commercial practices.
