THE FOLLOWING IS AVAILABLE IN A WORD FILE, SEE ATTACHMENTS. The Energy Information Administration (EIA) -- created by the Congress in 1977-- is the independent Federal statistical agency within the U.S. Department of Energy (DOE) charged with developing and maintaining comprehensive information collection, analysis, and dissemination programs covering energy resources, reserves, production, demand, and related financial information and energy technologies. EIA is responsible for providing timely, accurate, relevant, policy-neutral energy data and information to meet the requirements of Government, industry, and the public in a manner that promotes sound policymaking, efficient markets, and public understanding. The EIA, as a result, has bona fide requirements to: ???Develop, manage, operate, and maintain comprehensive energy data collection programs and systems; ???Develop, manage, operate, and maintain domestic and international energy models for forecasting and performing energy-related analyses; and ???Disseminate, communicate, and promote the results of these activities to a wide range of stakeholders. The EIA is seeking industry responses to determine the market???s capability to satisfy our bona fide needs. Specifically the EIA is requesting written statements from joint ventures, interested individuals and firms who believe that they have the capability and capacity to support all of the following EIA needs. This sources sought request is not restricted to any particular industry or size of business/joint venture/partnership; however, EIA is specifically interested in responses from: A.Current or potential Small Business Administration mentor-prot??g?? joint ventures, small business-led teams B.Service-Disabled Veteran-Owned Business C.8(a) Business D.Small Disadvantaged Business E.Women-Owned Business F.HUBZone-Owned Business G.Service-Disabled Veteran-Owned Small Business THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRE-SOLICITATION NOTICE. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. CONTENT OF INDUSTRY/PARTICIPANT RESPONSES I. BASIC PARTICIPANT INFORMATION REQUIRED: Responses from potential service providers should include the following basic information: A.Company name, address, DUNS number, point of contact, phone numbers, and email address. Current and/or potential joint venture partners??? name, address, DUNS number, point of contact, phone numbers, and email address of team members. B.A list of any companies anticipated to be used as either joint venture, subcontractors, or team members and a copy of the written draft or final agreement to be used. Also provide a synopsis of proposed management strategy for the relationship. C.Identify if participant meets any one of the three Small Business Administration (SBA) 8(a) Program Participant prot??g?? eligibility criteria pursuant to 13 C.F.R. 124.520(c)(1): ???Be in the developmental or transitional state of the program participation; or ???Have never received an 8(a) contract; or ???Have a size that is less than half the size standard corresponding to its primary NAICS code (Possible NAIC codes referenced in section III.). D.Identify Small Business or Small Disadvantaged Business status, if applicable; ???8(a) Business ???Women-Owned Businesses ???Service-Disabled Veteran-Owned Small Business ???Hub-zone certified status E.Description of recent (5 years) contracts of similar size and complexity with the Department of Energy or EIA ???Contract number, Task Order number ???DOE Point of Contact , phone number and email address ???Describe the size, term, and complexity of the job ???Identify company???s role as either a prime or subcontractor ???Detail the specific tasks performed by the company F.Past or current contracts with the any Federal Agency within the last 5 years over 5 million in value. ???Contract number, Task Order number ???Point of Contact, phone number, and email address ???Describe the size, term, and complexity of the job ???Identify company???s role as either a prime or subcontractor ???Detail the specific tasks performed by the company G.Provide a synopsis of financing arrangements available to support performance under a contract with an anticipated annual value of $50 million. II. CAPACITY, CAPABILITY AND EXPERIENCE STATEMENTS: A.General Scope of Requirements - Government funding for the above efforts over the past several years has averaged $40-$50 million per year. B.EIA Support Service Requirements Statement - Interested parties should address their individual and/or their current or potential team???s capacity, capability, and experience to address EIA???s requirements in paragraphs 1 through 7 below. 1.Contract Management - (estimated 5 percent of funding) Responses should briefly describe the respondent???s management approach, methods, and capabilities for meeting contract performance reporting, work schedules, and product quality requirements while simultaneously controlling their costs. Specifically the respondent should address their qualifications for controlling contract and task order work assignments and performance such that the EIA will receive fair value for any awarded contract/task order. The respondent should describe their management approach and capabilities for establishing and performing the following: ???Production and sustaining of a contract management plan ???Production and sustaining of contract and task order quality assurance, risk management, communications management, and configuration management plans ???Production and sustaining of contract/task order transition management activities and plans ???Support of EIA scheduled and ad hoc meetings The Respondent should briefly describe their process and methodology for addressing, analyzing, correcting, and managing performance and or cost problems at both a contract and task order level. 2.Survey Operations - (estimated 60 percent of funding) Responses should include the approach and capabilities for survey operations support and should specifically address EIA???s needs in the following areas: Initiating Survey Collection Activities - Areas of support will include contacting potential or existing respondents to obtain survey data via various means; planning, coordinating, and executing electronic and conventional mass mailings and notifications of weekly, monthly, quarterly, and/or annual survey related materials to survey respondent. Performing Data Collection/Receipt Activities - Areas of support will include conducting the following activities for complex, large-scale weekly, monthly, quarterly, and annual surveys: performing data capture, log-in, data entry, editing, and verification using survey collection and processing system. Additional support will consist of receiving completed survey instruments via mail, fax, phone, electronic data transmission and/or new technologies. Tracking and Pursuing Survey Non-respondents - Areas of support will include identifying and following-up with late and non-respondents via phone, e-mail and mail, and monitoring survey response rates. Processing Survey Data, Editing, and Discrepancy Resolution - Areas of support will include conducting the following activities for complex, large-scale weekly, monthly, quarterly, and annual surveys: editing and verification using survey collection and processing system; identifying, investigating, and resolving data anomalies and discrepancies to ensure consistency among energy sources, energy consuming sectors, and publications from other EIA offices. Additional support to develop and maintain forms and correspondence to provide for effective quality control and to facilitate management decision making will be required. Performing Quality Assurance Activities - Areas of support will include performing all activities necessary to ensure that data reported to and published by EIA are complete and accurate. These activities include, but are not limited to data validation, review of summary edit reports, and comparisons across surveys and with other external source data. In addition, documenting all forms of correspondence to provide for effective quality control and decision making, will be required. Performing Imputation, Estimation, and Aggregation Activities - Areas of support will include reviewing existing edits and recommending changes to editing procedures, developing and employing methods for missing and/or inconsistent/anomalous data, developing and employing imputation methods, developing estimation and variance calculation procedures, and implementing new Government-approved edits and imputations and participating in the testing of such edit and imputation software. Developing Survey Instruments - Areas of support will include performing data requirements studies, based on customer input, new and revised legislation, and structural changes in U.S. energy industries; designing, developing, and pre-testing survey instruments and participate in developing clearance materials; developing and preparing survey forms, instructions, and related material. Developing and Maintaining Survey Frames - Areas of support will include developing, maintaining, and executing survey frames. Activities will also include constructing and maintaining name and address files for various entities, monitoring frames activities, and updating frames as appropriate. In addition, determining ancillary variables for frame stratification; designing, developing, and selecting statistical samples. Conducting Statistical Analysis and Sampling Activities - Areas of support will include developing optimal sample designs that yield point estimates with specific coefficients of variation for both one time and periodic surveys of heterogeneous populations. Each sample design must take into account the peculiarities with respect to organizational relationships, geographic distributions, custody/equity transactions, prevalent accounting practices, and probable levels of non response and reporting errors. Additionally support will incorporate special estimation procedures and/or allow for emergency preparedness needs in sample designs, as required; implement/ specify and document sample selection methodology; specify/implement and document procedures for computation of point estimates and variances, with provision for non response; and apply probability sampling techniques as required. 3.Energy Analysis and Modeling - (estimated 15 percent of funding) Responses should include the approach and capabilities for providing full life-cycle support in areas of Energy Analysis and Modeling, including gathering functional needs, design, and development, and should specifically address EIA???s needs in the following areas: Conducting Energy Analysis - Areas of support will include developing analytic project requirements and implementing plans to carry out such analysis activities; performing project assessments as part of cost-benefit analysis; identifying alternative methodologies to analyze specific issues; providing an assessment and recommendation regarding available data sources; assembling and organizing necessary data and preparing such data for analysis; applying approved methodologies and performing appropriate statistical tests; and documenting analyses and preparing any necessary reports. Performing Energy Model Development - Areas of support will include preparing requirements analyses, constructing module component design reports, assembling data, estimating relationships, programming model code, validating model designs and outputs, documenting models, and archiving model results. Performing Energy Model Maintenance - Areas of support will include maintaining EIA models. Specifically, preparing and updating data inputs, performing statistical tests on model inputs and outputs, performing parametric analysis to assess the importance of key inputs and results, modifying model code to implement new algorithms or methodologies, validating model results, documenting model code and methodologies, and archiving model results. Preparing Energy Projections and Forecasts - Areas of support include assisting EIA in making energy projections and forecasts -- specifically, in reviewing model methodologies and comparing theoretical underpinnings as well as to observed market realities. Further, these activities will require assembling and organizing necessary data necessary to make energy projections and forecasts, which will include obtaining, reviewing, and synthesizing technical (engineering) data; assessing results for consistency and accuracy; preparing related materials necessary to present and/or publish energy projections and forecasts. 4.Data Integration - (estimated 5 percent of funding) Responses should include the approach and capabilities for supporting data integration activities and should specifically address EIA???s needs in the following areas: Acquiring and Developing Integrated Data - Areas of support will include acquiring and developing various data sources, compilations of comprehensive energy data and statistics, State energy data and statistics, and international energy data and statistics; performing quality assurance activities; and operating and maintaining integrated databases. More specific activities include developing integrated data products; developing requirements for designing and developing database structures; accessing domestic and international data from multiple sources and databases; estimating or interpolating data not available from existing sources; verifying and monitoring data quality for reasonableness, accuracy and consistency; creating and maintaining customer interfaces; and documenting procedures. Creating, Operating, and Maintaining Integrated Databases - Areas of support will include assisting EIA in developing fully-integrated data repositories for inter office and agency use. Specific activities include developing and documenting data repository requirements, developing consistent definitions, planning data structures, and developing data migration plans. In addition, activities will include: updating operating systems and domestic and international databases, generating production files, and archiving output. 5.Product Dissemination and Communication - (estimated 5 percent of funding) Responses should include the approach and capabilities for supporting product dissemination and communication activities and should specifically address EIA???s needs in the following areas: Performing Product Production - Areas of support will include operating publication systems and databases and generating and maintaining publication and data files for release for release to EIA's web page and other EIA systems, and posting products to EIA???s web page. Other activities will include preparing articles, briefing materials, and other specialized reports. Editorial support, technical writing, and product production expertise will also be required. Developing Products/Services Development - Areas of support will include developing and employing customer surveys, cognitive techniques, and other relevant means to identify customer groups (such as internal EIA, Congressional staff, educators, and general public) and their needs, and to develop targeted products and services. Additionally, support in the areas of determining the type of products/services needed (web-based and/or print, formal report, data tables, and graphs) and developing new online products that embody a ???web-centric??? approach to disseminating information will be required. Developing Outreach and Market Plans - Areas of support will include developing and implementing outreach strategies and marketing plans for individual and suites of products/services. Likewise, assistance will be required in developing plans to increase collaboration and/or partnerships with Federal agencies, academia, associations, and others while upholding EIA???s standards for objectivity and policy neutrality. Providing Communication Support - Areas of support will include providing public help center support, specifically related to matters involving inquiries and needs for assistance with software applications deployed by EIA for public use, i.e. Internet Data Collection systems and other electronic data gathering systems and EIA web products and services; additionally, support will be required for questions and inquiries, traditionally handled by EIA???s National Energy Information Center, related to data and product release and availability, energy research, and referral aid. 6.Automated EIA Information Technology - (estimated 8 percent of funding) Responses should include the approach and capabilities for supporting full life-cycle support in the area of automated EIA information technology for all EIA functional office projects which include survey operations, energy analyses and modeling, data integration, and product dissemination, and should specifically address EIA???s needs in the following areas: Database Administration and Related Support - Areas of support will include database administration and support for EIA-wide and selected EIA office specific databases and data warehouses. Most of EIA???s data processing systems use Oracle as the database management system (DBMS), although EIA also has systems based on Microsoft SQL Server, Microsoft Access, Adabase, and other DBMSs. Provide Software Development and Maintenance Support for all EIA Data Processing and Analysis Software Programs - Areas of support will include the full range of software development activities, from planning to deployment for EIA program office data systems and analysis software to meet new and evolving requirements. Likewise, complete life-cycle software maintenance support will be requested. All related activities will be done in conjunction with the Office of Information Technology and program offices and in accordance the Department of Energy???s Software Engineering Methodology (SEM) guidelines. Examples include: ???Interfaces for user and administrator secure access to system functionality and appropriate data; ???Interfaces, front end data validation, and processing for data capture; ???Application software for data analyses, post capture validation, and cleaning; ???Data processing and management software for storage, retrieval, and cross system integration; and ???Analysis, data processing, and interfaces for data and product dissemination. To successfully support EIA???s software system development and maintain legacy systems, experience in the following areas is needed: Microsoft Project, Visual Intercept, Visual Source Safe, Rational Rose Unified Modeling Language (UML), ErWIN database modeling, J2EE development tools, Java, Oracle, Oracle 10g, Oracle Developer tools, Microsoft SQL Server, and other DBMS, SQL, SAS, Fortran, Visual Basic, ADABAS/Natural, TPL, Sperwylbur, PowerBuilder, and Unix. 7.Organizational Support - (estimated 2 percent of funding) Responses should include the approach and capabilities for providing support services for all EIA functional office in the following areas: Providing Records Management Support - Areas of support will include the off-site storage of EIA documents, conducting a periodic inventory, and preparing various records management guidance. This may include both direct support for individual program offices and EIA-wide efforts. Due to confidentiality provisions, some records may need to be held at off-site, secured location. Providing Organizational Planning, Coordinating Special Event Planning, and Meeting Planning Support - Areas of support will include coordinating special events and conferences, scheduling meetings, conferences, and related events. Providing Administrative Support - Areas of support will include general clerical and administrative duties for staff: document preparation and word processing, photocopying, mail handling, sorting, packaging, and delivery. Also included are making travel arrangements for Federal Government staff, preparing and submitting travel authorization forms, and preparing and submitting travel vouchers via DOE/EIA's automated systems. III. SUBMISSION INSTRUCTIONS: The respondent should succinctly (maximum 25 type written pages excluding cover, minimum 12 point type) describe their capability, capacity, and experience for each of the seven requirement areas in Section II entitled ???Capacity, Capability, and Experience Statements???. Respondents may also provide resumes and detailed past performance information; this information is not subject to the 25 page limit. Respondents to this Sources Sought Market Survey should submit their ???Capacity, Capability, and Experience Statements??? in the following format and order: 1.Basic participant information Section I, items A-G 2.Capacity, Capability, and Experience Statements Section II, items 1-7 3.Proposed enhancements (if any) 4.Resumes and past performance information Businesses responding to this market survey must submit their responses via the DOE Industry Interactive Procurement System (IIPS) at http://e-center.doe.gov NO LATER THAN 5:00 P.M.
