Description
Federal Business Opportunities Information SOLICITATION NO. W9128F-08-R-0004 On or about 10 December 2007, this office will issue a Request for Proposal for construction of the Consolidated Fuels Facility at Buckley AFB, Colorado. The solicitation will close on or about 24 January 2008. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit is scheduled for 3 January 2008 at the proposed Construction Site at 1:30 p.m. (local time). All Contractors must contact the Corps of Engineers Buckley Resident Office no later than 28 December 2007 so that arrangements can be made with the Security Police to allow entry of the Contractors onto the Base. Contractors must provide t he following information, via e-mail, to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented 2) Visitor Name 3) Visitor Social Security Number 4) Visitor Date of Birth and Place of Birth 5) Visitor Drivers License Number 6) Visitor Proof of Citizenship Provide a phone number on each e-mail so that information which may require additional clarification can be verified, if necessary. NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY  ONLY AN E-MAIL CONTAINING THE INFORMATION IS ACCEPTABLE. The inf ormation will be furnished by the Resident Office to the Security Police at Buckleys Sixth Avenue Base Gate (This is the north gate of Buckley AFB  it is located at 6th Avenue and Aspen Drive). On the day of the Site Visit, Contractors should enter the base at the Sixth Avenue Gate and proceed to the Pass & ID Building just west of the guard shack to obtain a Vehicle Pass. A valid drivers license, current vehicle registration, and proof of insurance will be required for the vehicle pass. Note that the check-in procedure and issuance of a vehicle pass normally takes approximately 60 minutes for the number of people anticipated. Once a vehicle pass is issued, Contractors should proceed to the project site (see Sheet G6.01 of the solicitation for a map) where a Representative of the Corps of Engineers will meet the contractors to show them the site and the pertinent features. The site visit will begin promptly at 1:30. Because of Security issues and badge requirements, please plan to arrive early. Ques tions regarding the site visit should be directed to the Resident Office at the number listed above with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (Polina Poluektova), 106 S 15th Street, Omaha NE 68102-1618. Access to Buckley AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Obtaining Solicitation Documents below. Project Description: Construct a JP-8 Fueling System, including two truck offloads, pumphouse, two 5,000 barrel storage tanks, two truck fill stands, refuel truck parking apron, and a LOX/LIN facility (Option). The project is located directly adjacent to the flight line fence . The estimated construction cost of this project is between $7,500,000 and $10,000,000. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Co nstruction Experience; Key Personnel Qualifications and Experience; Subcontracts Qualifications and Experience; Past Performance, Construction; and Utilization of Small Business Concerns. Price will be subjectively evaluated considering Best Value and Re alism. Obtaining Solicitation Documents: This office will no longer send copies via paper or CDS of amendments and solicitations to interested parties. Solicitation documents will be posted on Federal Technical Data Solutions or FedTeDS. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information. When soli citation documents have been issued and posted to FedTeDs, synopsis or pre-solicitation notice will be amended and a link provided to access FedTeDS in note 2 below. The process to download from FedTeDS is: 1. Find solicitation announcement in FedBizOpps at: www.fbo.gov 2. Once you open the solicitation announcement on FedBizOpps, there will be a link provided to the solicitation on FedTeDS. Click on the link. 3. Please be advised that an on-line registration requirement in Central Contractor Registration (CCR) database http://www.ccr.gov/ and directed solicitation provisions concerning electronic annual On-line Representations and Certifications (ORCA) at http://o rca.bpn.gov exists. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective for one year from date of s ubmission or update to ORCA.
