Description
The U.S. Army RDECOM - Natick Contracting Division, Kansas Street, Natick, MA on behalf of the United States Army  Soldier Systems Center, Natick, MA has a requirement for a Doplar Radar. This requirement will be a full and open competitive buy. Th is will be a for a Firm Fixed Price type contract. The applicable North American Industry Classification System (NAICS) Code is 334511 and the small business size standard is 500 employees. The Government envisions a single purchase order for this acquisit ion. The requirement will be filled utilizing Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance wi th the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR clauses 52.212-4, Contract Terms and Conditions-Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executi ve Orders -- Commercial Items are applicable to this acquisition. The provision at 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The following factors shall be used to evaluate offers: Technical (capability of the item offered to meet the Government requirement) and Price. Technical is approximately equal in importance to price. The Doplar Radar must meet all of the following specifications: A radar system is required that is capable of tracking velocity of a projectile over a distance of between 0.25-inches and 4-inches. Measurement of projectile velocities from 1500 m/s to ~20 m/s is required while the projectile is interacting with a target. The targets are frequently polymer composites (polyethylene and Kevlar are typical), but targets may include a ceramic, and the ceramic may be wrapped in a carbon fiber composite. Event time may be as short as 5 microseconds or as long as 200 ms. Projectile diameter may be as large as 1/2inch and as small as 0.04 inch Projectiles may deform during impact. Length may change by as much as a factor of 5; diameter may change by as much as a factor of 4 during the impact event. It is preferable to gather data for projectile head velocity and tail velocity (2 radar systems may be required one from viewpoint of the gun one from behind the target). Radar will be used in an indoor ballistics range. Nominal range dimensions are 10x10x100 feet. Targets are most frequently placed within 30 feet of the gun. Projectiles will be fired from either a gunpowder-propelled or compressed gas-propelled gun. A sabot may be used to fire projectiles. The sabot will typically split-away from the projectile at least 10-feet from the target, but a portion or portions of t he sabot may strike the target. Projectiles are typically steel but may be tungsten, tungsten carbide, lead, steel clad lead, gilding metal clad lead, or steel clad steel and lead. Radar may be placed near the shooters point of view. (15-30 feet from the target). The aim point / strike point on the target can be small (consistently hit within 0.5 inch of aim point). ALL BIDDERS MUST EXPLICITLY RESPOND TO EACH SPECIFICATION REQUEST IN WRITING IN ORDER FOR THE BIDS TO BE CONSIDERED RESPONSIVE. ALL QUOTES SHOULD BE F.O.B DESTINATION (NATICK, MA). DELIVERYS WILL BE 90 DAYS AFTER AWARD. This notice constitutes the request for quotes (RFQ) and is the only solicitation. Proposals are requested and a written solicitation will not be issued. In accordance with Federal Acquisition Regulation (FAR) Part 5.102(a), all documents associated with t his acquisition will be available via the Government point of entry (GPE) http://www.fedbizopps.gov, and via the US Army RDECOM-Natick Homepage at https://www3.natick.army.mil (go to Business Opportunities, then to Ongoing Acquisitions, then to this solici tation number). No hard copies will be provided. F irms shall not be reimbursed for any costs associated with proposal preparation.
