- The 152 Air Wing intends to issue a Request for Proposal (RFP) for Construction of Repair Maintenance Hangar Bldg 9, Project Number UCTL012004 at the following location: Nevada Air National Guard Base located at the Reno/Tahoe International Airport. Description of Proposed Construction is to repair an existing 61,838 square foot C-130 Aircraft Maintenance Hangar. Work includes, but is not be limited to: interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire s uppression, interior and exterior electrical and lighting, fire alarms, communications, utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage and limited environmental remediation. All will be in accordance with requirements, specifications and drawings to be provided. The government anticipates award of one Firm-Fixed Price contract. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $31 million average annual revenue for the previous three years. All responsible firms may submit an offer. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The magnitude of construction cost is estimated to be between $5,000,000 and $10,000,000. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on Past Performance and Price Evaluation. Prospective offerors must submit a written past performance proposal and a price pro posal. It is anticipated that the solicitation will be available December 3, 2007. A Pre-proposal conference and site visit is scheduled for December 13, 2007. Details for registering for the conference will be available in the solicitation Section 00100. Interested contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation, prior to attending for access to the facility. The solicitation closing date is scheduled for on-or-about January 1 5, 2008. Actual dates and times will be identified in the solicitation. The plans and specifications will be available only from the Federal Technical Data Solution (FedTeDS) website on-line at https://www.fedteds.gov/. A link to this site can be found under plans at the solicitation website. No telephon e requests will be accepted. For security reasons all potential offerors, plan rooms and printing companies are required to register in the Central Contractors Registration (CCR) and the Federal Technical Data Solution (FedTeDS) in order to view or downl oad the plans or drawings from the web site.
