Description
RFP VA263-08-RP-0084 Issued November 15, 2007 Due Date December 17, 2007 Provide professional medical coding services Provide professional medical coding services of for discharges to include all 401, 501, 601, and 701 screens for Veterans Integrated Service Network (VISN) 23 facilities in Minnesota, North Dakota, South Dakota, Iowa and Nebraska in an on-demand, as-needed basis in accordance with the Requirements and Statement of Work. The Contractor may be required to provide medical coding services to VISN 23 facilities not currently listed in the Requirements section of the solicitation. The successful offeror will be required to meet computer security requirements and will utilize the VA Virtual Private Network (VPN). The successful offeror will perform the requirements of this contract at his/her facility and will not be provided Government space or property, except VPN software required. The resultant contract/BPA is intended to be a Commercial Item contract with estimated quantities. Base Period and Option Years shall not exceed a total of five [5] years. The contractor shall furnish all labor, equipment, material, facilities, and all incidentals necessary to provide medical coding services. Quality of work to be determined by the Contracting Officer Technical Representative at each VISN 23 Medical Center, Moving this work off-shore (outside of United States borders) is prohibited. The evaluation factors are: Technical capability of the services offered to meet the Government requirement; Past performance; Price; and price related factors. Confidentiality: Contractor will have access to certain information from the Medical Centers that is confidential and constitutes valuable, special, and unique property of the Government. Successful contractor will be required to complete or have completed all security clearance paperwork prior to beginning work or may provide appropriate documents attesting to security clearances for their employees. Successful contractor shall be required to execute a Business Associate Agreement (BAA). Contractor shall not, at any time either during or subsequent to the term of the contract, disclose to others, use, copy or permit to be copied any confidential information which concerns patients, costs, encounter/discharge information or treatments. The VA will be releasing or disclosing patient-identifiable information to the Contractor in the course of providing services to the VA pursuant to this contract. The Government shall retain title and ownership of all records and information. The Government will award the contract/BPA resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Best Value is a determination that if it is to the advantage of the Government price maybe traded-off against technical capability. The following factors shall be used to evaluate offers and are listed in descending order of importance: 1. Technical capability of services offered to meet the Government requirements; a) Technical Capability and Quality of Offeror's Facility b) Evidence of qualified personnel to service this contract c) Management Capabilities and Approach Methodology d) Quality Assurance plan in place. 2. Past performance; 3. Price; and price related factors; Technical and past performance, when combined, are significantly more important than cost or price. NAICS 561110 $6.5M. Base period is from date of award through September 30, 2008 with four (4) full option years. If the successful offeror has an existing government contract the resulting agreement shall take the form of a BPA.
