Description
The Federal Aviation Administration (FAA) has a requirement for commercially available service container software to support the planned System Wide Information Management (SWIM) services in Segment 1. The Screening Information Request (SIR)/Solicitation will be available by the end of December 2007. As part of the competitive procurement process, the contractor shall supply the FAA with service container software that is commercially available or available in the public domain that meets requirements for the SWIM Segment 1 services. This software will provide common functionality that generally supports the infrastructure portion of a service-oriented architecture. SWIM Segment 1 services will be implemented using some commercially available software and some newly developed software. This acquisition is restricted to commercially available software (to include software in the public domain). Written technical proposals, pricing proposals, and the service container software will be evaluated in accordance with the SIR. Evaluation criteria include ability to meet SWIM technical requirements, product maturity, financial capability, and ability of products to meet standards to be identified in the SIR. The technical proposal and software for evaluation will be delivered to the FAA approximately 30 days after the release of the SIR. Evaluation of the software will take approximately 6 months. Price proposals will be requested from those offerors who are deemed most likely to receive the award. Details regarding the source selection process will be contained in the SIR. The Government will make one or more awards to the responsible Offeror(s) whose submittal conforms to the requirements and terms and conditions, and is (are) considered to be the best value to the FAA. Contract awards(s) is (are) estimated about August 25, 2008, with multiple three-year option periods for continued product support.
