Description
This Notice replaces the one previously posted on November 14, 2007. The U. S. Coast Guard has a requirement to establish a maintenance parts and technical services system to support the WMSL Maneuvering Thruster System installed on the National Security Cutter (NSC). The major components of this system are: a Kamewa Ulstein Tunnel Thruster TT1100 DPNCP; a propeller system at the bow that helps maneuver ship during docking and un-docking; and Remote Control System to control thruster from the bridge. The system includes engineering support activities, acquisition logistics support program, integrated logistics support activities, technical manuals, and other various data requirements to support activities of the WMSL Maneuvering Thruster System. This will be an Other Than Full and Open Competition Requirement using the Bow Thruster System Support Services Contract Vendor. All labor shall be performed by the original equipment manufacturer certified and authorized machinists, mechanics and technicians. It is the Government?s belief that only Rolls-Royce can furnish the desired services and parts for the NSC Bow Thruster and the only responsible source that can analyze all the components simultaneously. This requirement will be a base year with two option years. All responsible sources may submit a proposal which will be considered by the agency.
