Description
NASA/JSC has a requirement for safety and fire services to support the National Aeronautics and Space Administration?s (NASA) Johnson Space Center (JSC) in accomplishing its institutional safety program objectives. NASA/JSC plans to issue a Request for Proposal (RFP) for a 12-month contract extension to MEI Technologies, Inc. This extension will allow for the continuation of services for NASA from October 01, 2008 to March 31, 2009 with six 1-month extensions through September 30, 2009. While the extension is in effect, NASA will compete this effort with award of a new contract estimated to take place on or before October 01, 2009. The Contractor will perform safety, fire protection, training, maintenance of fire protection systems, and special projects. The Contractor will specifically support the JSC Safety and Test Operations Division whose mission is to help line management and employees in reducing and preventing injuries to NASA personnel and damage to NASA equipment. The Safety and Test Operations Division with support from the Safety and Fire Services (SFS) Contract provides guidance and help as needed, ensures that line management is fulfilling its safety responsibilities, and maintains JSC fire protection systems. Work includes consultation, audits, surveys, inspection, training, management reviews, engineering analysis, and other safety related documentation. The primary work areas for this contract are aerospace facilities at the NASA Johnson Space Center, Houston, Texas, and related operations at Ellington Field (EF), Houston, Texas, and Sonny Carter Training Facility (SCTF), Houston, Texas. NASA/JSC intends to purchase these services from MEI Technologies, Inc., from October 01, 2008 through March 31, 2009 with six 1-month options through September 30, 2009. The authority cited permitting other than full and open competition is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1); only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not believe that competing this effort at this time in its best interests, since the period of performance for this extension is only 6 months with six 1-month options that may or may not be exercised. The phase-in costs and time involved in transitioning to a new contractor and establishing relationships with the various affected parties, for this short period, would far outweigh any cost savings achieved through competition. The Government does not intend to acquire a commercial service using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on November 20, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
