Description
The Regional Contracting Office-SW, Camp Pendleton, CA is conducting market research to determine if there are a sufficient number of small businesses interested and capable of providing protective clothing, herein after referred to as coveralls, for Marine Corps Installations West (MCI-West) and the Marine Corps Air Ground Combat Center (MCAGCC) 29 Palms, CA. MCI-West is comprised of Marine Corps Base, Camp Pendleton, CA; Marine Corps Air Station Miramar, CA; and Marine Corps Logistics Base (MCLB) Barstow, CA. The most applicable NAICS code for this requirement is 812332 with a size standard of $13 M. The Service Contract Act will apply to this requirement. Interested small businesses must meet and will be required to demonstrate that they meet the Limitations of Subcontracting outlined in FAR 52.219-14 for services: ?At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.? The general scope of this requirement is to provide coveralls; safe storage of soiled coveralls; laundering of coveralls, and pickup/delivery of coveralls to various customers located aboard the installations mentioned above. Laundering of coveralls shall be comparable to generally accepted mass produced laundry in accordance with industry standards. Each laundered coverall shall be entirely clean, thoroughly dry, and free of lint. Finished coveralls shall be hung on individual hangers. The contractor shall be certified and hold all applicable permits from the State of California to handle and dispose of all waste material regulated under applicable Federal and State environment laws. The contractor?s operations shall also be in accordance with these same laws. General requirements and standards for coveralls: - all initial coveralls shall be new - shall be made of 60-70% polyester/ 30-40% combined cotton, topstitched collar and hemmed cuffs, two way brass zipper, gripper at top of zipper and at lapel, two front pockets, two breast pockets, two patch hip pockets, and long sleeve - specialty coveralls, such as fire retardant, will be required in some locations - minimum colors offered shall be blue, green, and gray - sizes available shall range from X-small to XXX-large Delivery and Pickup: Initial delivery for standard sizes will begin within 14 days after receipt of a task order. Special made sizes shall be delivered within 30 days from the date of order. Customers may elect to have weekly or bi-weekly delivery. Depending on the delivery method chosen, the contractor shall provide 6 or 11 coveralls per employee to ensure that a clean set of coveralls is available for each employee. The Government intends to issue a contract with one base year and four option years. All interested parties that meet the size standard listed above AND can comply with the Limitations of Subcontracting outlined in FAR 52.219-14 for services are encouraged to provide a response by 4:00 p.m., Pacific Time, on 19 November 2007 to melissa.clark@usmc.mil. Negative responses are not requested or required. This sources sought notice is for informational and planning purposes only. All information submitted is at the offeror?s own expense. Respondents will not be notified of the results of the evaluation. Qualified respondents will be included on the source list for any resulting solicitation.
