Description
This is a sources sought synopsis for acquisition planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation, Lower Colorado Region, has a requirement for photographic assistance to document, protect, and preserve its cultural resources located at Hoover Dam in Clark County, Nevada, and Mohave County, Arizona. The photographic work is divided into three major blocks. Principal features of the work include, but are not limited to: 1)Replicate existing photographs (approximately 20,000) to an equal to - or greater than - quality of the original source material to produce the best end product, whether it is to scan the photograph, shoot another photograph from an existing photograph, or make a print from an existing negative, digitize the images in at least 3000 x 2000 pixel dimension at 300 dots per inch (dpi) or greater and save the images in a (.tif) format to disk. 2) Replicate existing glass slide images (approximately 1,500) to an equal to - or greater than - quality of the original source material to produce the best possible end product, digitize the images in at least 3000 x 2000 pixel dimension at 300 dots per inch (dpi) or greater, produce a print, individually photograph each print to produce a negative and save the images in a (.tif) format to disk. 3)Photograph artifacts (approximately 2,800 three-dimensional objects and 2,800 paper documents) in the Hoover Dam museum collection in color and black & white, digitize images in at least 3000 x 2000 pixel dimension at 300 dots per inch (dpi) or greater, and save the images in a (.tif) format to disk.4)Create a master index for each 1), 2), and 3) in hard copy and electronic format of all materials produced as a cross-reference between the prints, negatives, object photograph logs, catalog records, scan disks and any other materials produced. 5) Photography, scanning, digitization and disk production shall be performed on-site at Hoover Dam, Boulder City, NV. Processing of film and printing may be performed at a location of the contractor's choice, including on-site if a suitable space is available and all safety standards of the photography profession and Reclamation are met. The proposed contract will be fixed price type contract. This acquisition, when announced, may be conducted under one or more of the following North American Industry Classification System (NAICS) Codes: 519120 Libraries and Archives, small business size standard of $6.5M; 541922 Commercial Photography, small business size standard of $6.5M; and/or 812921 Photofinishing, small business size standard of $6.5M. The Bureau of Reclamation, Lower Colorado Region is seeking responsible sources having capabilities of performing the work. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. Capability statements are to be submitted not later than November 23, 2007. The capabilities package submitted should demonstrate the firm's experience and capability to perform the principal components of work listed above. Packages should include the following information: 1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number. 2) Demonstrate the firm's experience by providing a list of projects completed where the work involved the replication of photographic materials and the photography of historic artifacts as described above. Please describe in detail how the work performed met standards or requirements for the documentation and preservation of cultural resources. Additionally, for each project listed, provide the following: dollar value of the job, the project name, project location, and the customer's contact name and phone number for the work completed. It is not required that the firm demonstrates experience in all the component types identified above to be considered capable. It is beneficial to the Bureau of Reclamation to know the levels of capabilities in the commercial marketplace. 3) Provide a detailed description of the type of work performed, including size of facility, and the type and capabilities of the equipment to be used in the photography and scanning. Respondents are also invited to provide comments and suggestions related to the scope of work or pending solicitation.
