- Pine Bluff Arsenal has a requirement for an Automated Delay Tube Press and Automated Primer Cap Crimper. The contractor shall be responsible for Design, Testing, Installation, Acceptance and Training for two individual and separate Press Operating Systems to be located at Pine Bluff Arsenal, Pine Bluff, AR. Press System One will be a thre e station powder compaction system to produce a Delay Tube Train. The compaction operation consists of three powder dispensers and three pneumatic cylinders. The Delay Tube is basically a modified 1/8 inch Brass Pipe Nipple, threaded on one end with the opposite end machined to a conical shape than drilled out to accommodate a rifle primer. Press System Two will be two station Large Rifle Primer Crimper consisting of two separate presses. The two presses will be equipped with tooling mounted to the cylinder rod ends. This tooling of the first pneumatic press will roll brass over and the second press will flatten it thus holding the rifle primer in place. The contractor may combine both presses into one if cost effective and the operator can maintain production rate. This acquisition is being conducted as a 100% Small Business Set-Aside. All responsible sources may submit a proposal which shall be considered by the agency. The solicitation document contains inf ormation that has been designated as Militarily Critical Technical Data. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation documents. All requests for copies of the solicitation document must in clude a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. The DLIS Unites States/Canada Joint Certification Lookup service is available via the Internet at: http://www.dlis.dla.mil/jcp/. Solicitation will issue on or after 26 Nov 2007 with a closing date on or after 17 Dec 2007. Requests for the solicitation package must be in writing, via facsimile to 870/540-3730 or via e-mail to pam.burton@us.army.mil. Ensure solicitation number W911RP-08-R-0017 is listed in the subject line on all solicitation reque sts and provide required DD 2345. Additionally, companies full mailing address, telephone and fax numbers, and email addresses where available should be listed on all requests. Email request that do not contain the solicitation number in the subject line will be deleted without review. Electronic Proposals are not acceptable; proposals shall be mailed to arrive by the time specified in the solicitation to the address specified in the solicitation. Offerors shall submit all technical questions regarding this solicitation to the Contracting Officer, in writing, no later than 10 days after issuance of this Request for Proposal. Questions may be sent via facsimile or email, again the solicitation number MUST BE referenced in the subject line on any correspo ndence. Verbal questions will not be addressed.
