Description
REQUEST FOR INFORMATION - Product Manager- Soldier Survivability (PM-SSV) is seeking information regarding the availability of improved pad suspension systems for the Advanced Combat Helmet (ACH) and suggested test procedures/parameters to support th eir evaluation, development, and selection. This notice constitutes a Request for Information/Comment only, THIS IS NOT A SOLICITATION; no award will be made for this effort at this time. BACKGROUND: PM-SSV is conducting a market survey to determine the availability of commercial or modified commercial products that can provide improved blunt impact protection to Soldiers wearing the ACH. Also solicited are comments leading to improvements to the testing procedures/parameters of the ACH for non-ballistic impact protection. After review and evaluation of industry's submissions, samples of the most promising candidates may be procured for testing to determine suitability for Army and Marine Corps use. DESCRIPTION: The Army seeks materials, design alternat ives, products and processes for the ACH pad suspension systems that meet or exceed the following requirements: (1) Provide improved blunt impact protection of the ACH by limiting the peak test headform acceleration to a maximum of 150 G when tested at an impact velocity of 17.3 ft/sec (objective) or 14.1 ft/sec (threshold). (2) Be compatible with the existing ACH shell sizes; fully accommodate the existing anthropometric head sizes of Soldiers; as well as be compatible with items typically worn under the ACH (i.e., cold weather caps, balaclavas, communication headsets, etc.). (3) Meet other requirements in ACH specifications pertinent to the pad suspension systems (i.e., water absorption, durability, etc.). (4) Helmets with improved pad suspension systems shall be comfortable for wear during extended periods of time including factors such as increased weight and altered center of gravity due to helmet mounted devices (i.e., ACH mounted night vision equipment) . (5) An improved pad suspension system shall not create the need for additional helmet shell sizes. (6) Both non-recoverable and recoverable materials will be considered at this time. This market survey is for informational purposes only; this is not a Request for Proposal (RFP). All interested firms, regardless of size, are encouraged to respond to this RFI by submitting product literature, technical specifications, pertinent test dat a, cost, material safety data sheets (if applicable), product availability, and comments on blunt impact test procedure. Responders are encouraged to provide an initial submission NLT 30 November 2007 indicating their intent to formally respond to this RF I. This initial submission should include preliminary data and literature. Final responses are due NLT 31 January 2008. Please only submit information on products that are currently commercially available or products that are in development and will be available for purchase and delivery NLT 28 February 2008. Prototypes must be production representative. Final responses should include test data generated in accordance with the existing ACH specification by an independent, third party testing laboratory . A respondent may provide production samples, information on improved products, and comments on the blunt impact test procedure. Products must comply with the Buy American Act and the Berry Amendment. Proprietary information will not be disclosed outsi de the US Government. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. Inclusion in this RFI or the resulting database does not constitute Department of the Army approval for any product.
