Description
DESCRIPTION: Web Based E-Learning for the Royal Saudi Air Force Saudi Arabia. This is Sources Sought/request for Information. There is no solicitation available at this time. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose Requests for a solicitation will not receive a response. Any information submitted is strictly voluntary. This Sources Sought Synopsis is for the Royal Saudi Air Force (RSAF) Directorate of Air Training (DAT). The response date for this Sources Sought is 6 December 2007. Responses via email are acceptable. This Synopsis is in support of a market survey being conducted by the United States Air Force to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for the new install of a Windows based Web Based E-Learning System for RSAF DAT School of Command, Control and Communications (School of C3) at Prince Sultan Air Base, loca ted in Al Kharj, Saudi Arabia. Specifically, the contractor will provide all engineering services to fabricate/procure, install and deliver to the RSAF a turnkey system totally modernizing a minimum of eleven (11) up to a maximum of twenty three (23) classrooms and a conference room at the School of C3. In this effort the contractor will be required to include the networking of classrooms and conference room, replacement of student and instructor workstations, integration of electronic presentation aids, and modernization/rehabilitation of the classrooms. The effort also include the migration of 1400 Computer Based Training modules from a Macintosh based system to a "state-of-the-art" Windows based system. This effort specifically requires that the contractor re-validates and modernize the training course content and that the course content reflects the configuration of the newly installed equipment. The following suite of systems, subsystems, applications and tools repre sents a minimum set of E-Learning capabilities to be provided as part of this effort: Learning Management System; Classroom Management System; Content Generation and Web Publication System; Workstations; Classrooms Audio/Video Management System; Data Storage; Content/ CBT Databases; Imagery File System; LAN; video teleconferencing system; supporting IT Infrastructure; Data/Audio/Video Recording and Playback; and Information and Data Security. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract. It should also address how the offeror plans to provide the following: specifications block diagrams, operations and maintenance manual, acceptance test procedures, and delivery availability schedule. Please limit responses to 10 pages. If more than 10 pages are submitted, only the first 10 pages will be reviewed. The Government will use the information obtained from this market survey to evaluate the capabilities of the marketplace. All small business and disadvantaged sources should identify themselves as such and provide their company's name, address, telephone number, and a Point of Contact (POC). Any proprietary information submitted should be identified as such. The Government will not pay for any information that is submitted by respondents to this synopsis. Any information submitted by respondents to this synopsis is strictly voluntary. Note: This market research is limited to United States (US and Kingdom of Saudi Arabia [KSA]) companies only. Qualifications: Interested parties need to be registered with the State Department's Directorate of Defense Trade Controls (DDTC) if planning to participate in any Foreign Military Sales contracts.
