Description
This Request for Information (RFI) is issued for informational and planning purposes only. Please note that the Air Force will NOT be responsible for any costs incurred by interested parties in responding to this request for information. In accordance with the Office of Management and Budget (OMB) Circular Number A-76 dated May 29, 2003, the United States Air Force, Air Mobility Command (AMC) is in the process of conducting Preliminary Planning, which includes Market Research, for the 60th Logistics Readiness Squadron, Vehicle Management Flight at Travis Air Force Base, California. The Vehicle Management Flight performance requirements are as follows: The Contractor shall provide the support and services to the 60th Air Mobility Wing, TAFB tenants, transient aircrews, distinguished visitors, personnel on temporary duty (TDY), and other organizational elements having support agreements with TAFB and the 60th Logistics Readiness Squadron, Vehicle Management Flight. The Contractor shall adhere to all interservice, intraservice, and mutual support agreements made by Government officials at TAFB. The Contractor shall provide services into and out of the TAFB permissible operating distance (POD). The POD currently extends to a 75-mile radius around TAFB. The TAFB fleet consists of approximately 523 general service administration (GSA)/General Purpose, 404 special purpose vehicles, 149 Low Speed Vehicles (LSVs), and 5 Defense Logistics Agency (DLA) vehicles. The Vehicle Operations and Maintenance function requirement includes, but is not limited to the following: 1. VEHICLE OPERATIONS MANAGEMENT The Contractor shall provide efficient, reliable and economical transportation services to support the mission of Travis Air Force Base (TAFB). Contractor responsibilities include managing registered vehicles and fleet records operations; managing driver’s licensing and qualifications; performing central dispatch operations; operating vehicles in support of the base mission; automated information system support; and equipment support. Also included are pick up and delivery of supplies and equipment; and testing and evaluating personnel being licensed on General Cargo vehicles over 14K Gross Vehicle Weight (GVW), Buses, and Tractor/Trailers (Training, Validation and Operations Section). A. FLEET MANAGEMENT Vehicle Control Program - The Contractor shall establish and manage the Vehicle Control Program (VCP) as described in AFI 24-301, and AFI 23-302; to maintain communication with government units operating assigned vehicles. Fleet Management Evaluation and Analyses - The Contractor shall provide continuing analyses for evaluating fleet performance and utilization, transportation services, and vehicle authorizations in accordance with AFI 23-302. B. OPERATOR RECORDS, LICENSING, AND CERTIFICATION Ensure government operators on TAFB have all necessary licenses, certifications and endorsements in accordance with AFI 24-301, and AFI 23-302. The Computer Automated Fleet Information system (CAFIS) is used to manage all government drivers’ records and licenses on base. C. VEHICLE AUTHORIZATION The Contractor shall maintain and update a government-owned vehicle priority list in accordance with AFI 24-301, AFI 23-302. The Contractor shall establish the TAFB Annual Priority Buy Submission in accordance with TO 36-1-191, Technical and Managerial Reference for Motor Vehicle Maintenance; AFI 24-301, AFI 23-302 and annual instructions provided by HQ AMC A47V and WR-ALC/LE. The Contractor shall perform rental and leased vehicle authorization functions in accordance with AFI 24-301 and AFI 23-302. D. AUTOMATED INFORMATION SYSTEMS The Contractor shall use Air Force approved software, Registered Equipment Management System (REMS) and On-Line Vehicle Interactive Management System (OLVIMS) to manage and administer government-owned fleet assets at TAFB. E. IDENTIFYING, MARKING, AND REGISTERING MOTOR VEHICLES Identify, mark, and register government-owned vehicles and contractor-furnished vehicles used to provide Official Use Transportation services, in accordance with Title 40 U.S.C. Section 491, AFI 24-301 (Chapter 7), AFI 23-302 and TO 36-1-191. F. DISPATCH OPERATIONS Dispatch Operations Functions Dispatch vehicles to authorized customers 24 hours, 7 days a week, to include Federal Holidays. Dispatch operations functions include, but are not limited to: Processing customer requests, mobile maintenance requests, status reporting, and vehicle pick-up. The OLVIMS Dispatch Module is used to manage, account for, and retain historical records. Passenger and Cargo Movement · For Official Use Only Determination of Dispatch Requests · Recurring Dispatch · Aircrew Transportation Services · U-Drive-It (UDI). · Taxi Service · Distinguished Visitor/Protocol Transportation Services · Transportation Support to Band of the Golden West (AMC/BA-T) · Transportation of Cargo · Support base mobility operations · After hours mobile maintenance requests · Pick up and delivery of parts and supplies · Mission Capable Parts (MICAP) · Special Requirements Support Agreements Perform transportation services in accordance with DoD Directive 4000.19R, Interservice, Interdepartmental and Interagency Support, and AFI 25-201, Air Force Support Agreements. Vehicle Accidents and Misuses The Contractor shall assess and report all vehicle misuses/damage involving government-owned fleet vehicles (and contractor-furnished equipment if operated by government employee) in accordance with AFI 23-302, and TAFBI 24-203, Vehicle Accident/Abuse/Incident guidance. G. DISPATCH and EQUIPMENT SUPPORT · Dispatch and Equipment Support Functions · Vehicle Inspection and Cleaning · Vehicle and Equipment Washing Facility (Washrack) 2. VEHICLE AND EQUIPMENT MAINTENANCE AND SERVICES The Contractor is responsible for the efficient and economical operation of the base vehicle fleet in accordance with AFI 23-302, Vehicle Maintenance Management (except Section 1C), AFMAN 24-307, Procedures for Vehicle Maintenance Management, Technical Order 36-1-191, Technical and Managerial Reference for Motor Vehicle Maintenance. To that end, the Contractor shall ensure government-owned vehicles and equipment are maintained in accordance with manufacturer’s recommendations and applicable technical references in a safe and serviceable condition with the least expenditure of manpower, funds, and material. · Vehicle Recovery and Roadside Assistance VEHICLE IN-COMMISSION (VIC) RATES Vehicle In-Commission is the total time a vehicle is available to the user. The Crash Fire Rescue vehicles also must maintain the fire suppressant capacity in gallons. Sustaining the Crash Fire Rescue vehicles is critical to the TAFB mission, and directly affects flightline operations. The Contractor shall maintain Vehicle In-Commission monthly availability as follows: Category VIC General Purpose 90% Special Purpose 90% MHE/463L 90% Crash Fire Rescue 90% Refueling 90% The information gathered from this RFI will be used, along with other information, to determine both private sector interest and the competition parameters should AMC decide that the Vehicle Management Flight is a viable candidate for an A-76 public-private competition. The information requested by this synopsis will be used within the Air Force to facilitate decision-making and will not be disclosed outside the agency. Should a future requirement evolve from this preliminary planning process, it is anticipated that the period of performance will be a base year plus four one-year option periods. For purposes of this synopsis the North American Industry Classification System (NAICS) Code is 811111 and 485999, and the small business size standard is $6.5M. AMC requests any qualified businesses that are capable and potentially interested in performing Vehicle Management Flight function to reply to this RFI stating their interest and submit a capability package to include the following information: 1) name and address of company; 2) company point of contact including telephone, fax, and email address; 3) identify business size (large, small, disadvantaged, women-owned, 8 (a), HUBZone, etc); and 4) information demonstrating the company’s ability to perform the potential requirement as described above. In addition, we request that capability packages include your current and past performance contract references relating to your ability to perform vehicle operations and maintenance services to include: contract number; agency or organization supported; whether or not contractor was a prime or a subcontractor; period of performance; original, current, and total contract value; POC (customer’s technical monitor) with current telephone, fax number and email address; and a brief description of the effort. Also, provide a rough order of magnitude (ROM) cost for providing nonpersonal services to furnish all labor (e.g., to include direct and indirect labor such as management and supervision), supplies and materials, and overhead (e.g., to include operations and general and administrative overhead) necessary in supporting the Vehicle Management Flight function. Please limit the capability package to 20 pages.
