Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to issue a solicitation in support of the World Trade Center disaster responders. Since September 11, 2001, the Department of Health and Human Services (DHHS) and the National Institute for Occupational Safety and Health (NIOSH) have been active in assessing the health impact of the World Trade Center disaster. The World Trade Center (WTC) Responder Health Program (RHP) was established to provide eligible WTC responders with health assessment examinations, diagnosis, and focused treatment. NIOSH has established a WTC Responder Health Office (RHO) to oversee the WTC RHP. The RHO intends to secure the services of an experienced third party health care payer, through a cost plus award fee contract, who will work directly with the RHO to provide claims processing and bill payment for all health assessment exams, diagnosis, and focused treatment services to all members and to provide a nationwide pharmacy benefit to all members. At present, there are approximately 37,000 members enrolled in the program. It is estimated that an additional 15,000 WTC responders may enroll in the program over the next two years. All members are eligible to receive an annual health assessment examination. In addition, approximately 25% of the current 37,000 members are receiving treatment services for physical and mental health conditions related to their exposures during the time of their work at the WTC site. The Institute anticipates that the period of performance for this effort will be a total of five (5) years, a one (1) year base with four one-year options. Request for Proposal No. 2007-N-09656 will be issued on an unrestricted basis to full and open competition. The solicitation will be available on or about September 18, 2007. A pre proposal conference is anticipated on or about October 10th, in New York City, with proposals due on or about October 23, 2007.
