Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The North American Industry Classification (NAICS) Code is 541512 with a $23M size standard. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a IDIQ cost plus fixed-fee type contract on a sole source basis with Southwest Research Institute (SwRI), 6220 Culebra Rd, San Antonio, TX 78228. The resulting contract will provide for a five year period of performance and the anticipated labor efforts for the first contract year are 26 man-years. This requirement wil l be for specialized technical and engineering support related to the design, analysis, testing and rapid prototyping necessary to support the Naval Identity Management Development and Operations Capability (NIMDOC) program and other efforts involved in the Global War on Terror (GWOT) and Force Protection (FP). This support will be focused on new development, prototyping, experimentation, formal testing and qualification of emergent capabilities. SwRI is currently the only contractor that has the unique combination of testing facilities that are needed to successfully achieve the Anti-Terrorism/Force Protection tactical and non-tactical needs. In addition to their unique facilities, they possess extensive knowledge and experience in the specialized fields of Biometrics and Identity Management Systems. NSWCDD Procurement Division has implemented Electronic Commerce (EC) in the acquisition area; therefore, this synopsis and any applicable amendments will be available on the World Wide Web at http://www.nswc.navy.mil/wwwDL/XD/SUPPLY. Hard copies will not be provided. Vendors should regularly access the NSWCDD Web Site to ensure they have downloaded all amendments.
