- This will be an UNRESTRICTED procurement. All qualified business concerns may submit offers. Offers from large business firms must comply with FAR 19.7 and FAR Clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The US Army Corps of Engineers FY 07 subcontracting goals are for specified percentages of the contractor's total planned subcontracting amount to be placed with the following: Small Business 51.2%; Small Disadvantages Business, 8.8%; Women-Owned Small Business, 7.3%; Service-Disabled Veteran-Owned Small Business, 1.5%; and HUBZone Small Business, 3.1%. The work consists of satisfactory disposal and removal of all material excavated from the Freshwater Bayou and Mermentau River Channels, as specified on the contra ct drawings. No dike work is required. NAICS: 237990. Work is estimated to cost between $3,000,000.00 and $7,000,000.00. IFB will be issued on or about October 1, 2007. Bid opening date will be established by a future amendment. Actual issue date will be shown when the solicitation is issued.
