- The previous announcements are hereby cancelled in there entirety. This solicitation is hereby changed from a two phase acquisition to a bid build one phase acquisition. This acquisition is unrestricted with hubzone preference evaluation. The NAIC S is 237310 with a size standard of $31.0M. Estimated cost of construction is between $10,000,000.00 and $25,000,000.00. The project consists of geometric road improvements to enhance security to both gates and installation of an integrated system of act ive and passive vehicle barriers to stop threat vehicles from breaching the compound perimeter. Work includes canopies over truck and automobile entrance and inspection facilities, a 150 SF storage building, fencing, barrier walls, electrical service upgr ades, lighting, communications, pavements, road sensors, and signage. This procurement will be evaluated based on Best Value for award of the project. The evaluation criteria will be set forth in the solicitation package. The tentative schedule for the site visit is 12 December 2007 at 10:00AM; location lobby of DLA Building POCs for site visit will be Roger Moore and/or Beth Shields at (703) 806-3767. Large Business firms are required to submit a subcontracting plan at the time for receipt of their pr oposals. The subcontracting goals are 51.2% for Small Business 8.8% for Small Disadvantaged Business, 7.3% for Women Owned Business, 3.1% for HubZone Business, 1.5% for Veteran-Owned Business and 1.5% for Service Disabled Veteran-Owned Business. Small D isadvantaged Businesses must contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without an SBA SDB Certification, neither a prime contractor nor a federal agency can receive SDB credit when u tilizing non-certified SDB contractors/subcontractors. This solicitation will be provided in an electronic format, free of change, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) a one-time registration process for vendors/contractorsAccounts may only be attained by CCR-registration process for vendors/contractors, go to www.fedteds.gov for additional information.
