Description
CARDIO ECHO TECHNICIAN PERIOD OF PERFORMANCE: The individual will work for approximately 90 days, with three additional option periods not to exceed April 20, 2009. BASE PERIOD: November 11, 2007 through March 25, 2008. Service Quantity (Hours) Hourly Total Echocardiology technican 720 _ ____ _$ OPTION 1: March 26, 2008 through July 31, 2008. Service Quantity (Hours) Hourly Total Echocardiology technican 720 _ ____ _$__________ STATEMENT OF WORK Description: The White River Junction VAMC seeks 1.0 Full-time Equivalent ("FTE") Cardio Echo Technician for the period immediately following successful privileging and/or credentialing for up to 90 days, with an option to extend. The echo technician must be a graduate of an accredited school of echocardiography. Statement of Work (SOW): Contractor shall provide the services of a 1.0 FTE Cardio Echo Technician to work on a temporary basis for the Veterans Health Administration (the "VA"). The scope of the work includes, but is not limited to: 1. Performs routine and complex cardiac ultrasound exams that are used in the diagnosis, treatment and evaluation of patients. The modalities commonly used are M-Mode, 2-D Doppler, color-flow Doppler and transesophageal echocardiography. 2. A registered diagnostic cardiac sonagrapher (RDCS) is preferred. 3. Routinely performs approximately six transthoracic echocardiograms per day. 4. Must be capable of making independent standard examinations using a Phillips 7500 machine. 5. Performs ultrasound exams and quantifies observed abnormalities including complex calculations of valve areas, alterations in function and ejection fraction. 6. Measures pulmonary artery pressures, valve areas, cardiac output, cardiac chambers, gradients and flow assessments. 7. Assists physician during transesophageal echoes and echo guided pericardiocentesis. 8. Makes initial interpretation of data and alerts the physician if necessary. 9. Maintains patient records and digital archive. 10. Complies with all medical center policies and procedures including medical staff bylaws, narcotics rules and regulations, and medical records rules that will be provided on the selected candidates first day of work. Operational Requirements: 1. Hours of Duty will be Monday - Friday, 8:00 am - 4:30 pm. An FTE is defined as a contractor's employee working eight (8) hours per day, five (5) days per week. Service provider must carry a beeper during work hours. 2. Holiday hours will not be required. 3. Overtime work may be worked by Contractor only to the extent it is specifically authorized in writing in advance by the contracting officer. No additional hours of overtime may be worked without additional written authorization. Any overtime will be paid in accordance with the corresponding Federal Supply Schedule. 4. This is not a personal services contract; therefore, the contracted employee shall not be required or attempt to manage or direct employees or perform any type of disciplinary actions for VA employees. In addition, the contracted employee will neither have any signature authority nor the authority to obligate funds or approve leave, etc. 5. In the event of unanticipated leave or business closures, such as; leave due to an at-work fire occurrence or an at-work allotment of administrative holiday leave, the Government will pay the contractor for the full day's work. However, in cases which necessitate leave due to occurrences such as inclement weather, or Government long-term office closure, Government shall not provide payment to the contractor. Factors Used to Select a Candidate: 1. Personal Qualifications; the vendor shall provide a Resume or CV along with any other additional supporting qualifications 2. Past Performance; the quote shall contain recent and relevant points of contact that the VA WRJ can call to evaluate past performance of the offeror 3. Price; the VA WRJ reserves the right to award to other than best price, however the first offer from an offeror should contain the offeror's best terms General Information: Should the VA WRJ fill this temporary position with a permanent employee, the Contractor will be given ten (10) working days notice that his temporary service will no longer be required.
