- Description
- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Thomson ResearchSoft, Philadelphia, PA, 19104, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for the following items: 1) (1 each) ScholarOne Manuscript Central system set-up charge; 2) (1 each)ScholarOne quarterly subscription fee; 3) (1 each) ScholarOne Manuscript central annual support fee; 4) (22 hours) ScholarOne SRS completion and review; 5) (22 hours) ScholarOne FDD completion review; 6) (40 hours) ScholarOne test plan and data transfer creation and review; 7) (22 hours) ScholarOne training. Data from the current filemaker system is transferable to the Scholar One system as a full service, which was not offered by other vendors who were solicited. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/ specifications to the Contract Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 5 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Thomson Researchsoft. The NAICS Code/Size is 511210/$23.0M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
