Description
The Space and Naval Warfare Systems Center, San Diego (SSC SD) intends to issue a Request for Proposal to procure services which will include systems engineering, test and evaluation, networking architecture design, facilities operation and maintenance, implementation and integration, logistics support, on-site technical assistance and security accreditations/certifications for a variety of programs. These programs include support in the following capability areas: Wideband SATCOM, protected SATCOM, Narrowband SATCOM, RF Systems Network Integration, Software Defined Radios, Communications Integration and Test beds, Sponsors/end users include the U.S. Navy PEO Space, PEO JTRS, PEO C4I, NAVAIR, NAVSEA, ONR, NRL and the US Navy Fleet. Other sponsor(s) end users outside the US Navy include the Department of Defense (DoD), Department of Homeland Security, Defense Logistics Agency, National Security Space Office, and Defense Information Systems Agency. The estimated level of effort is approximately 103,300 hours per year. An Indefinite Delivery, Indefinite Quantity type contract with a cost-plus-fixed-fee (CPFF) pricing arrangement to include Award-Term Incentives is anticipated. The Government anticipates a multiple-award contract pursuant to FAR 16.5. The anticipated period of performance will be a five-year base period and up to eight (8) six-month Award-Terms available to earn. The potential total maximum contract period of performance is nine (9) years. It is currently anticipated that Solicitation N66001-08-R-0046 regarding this requirement will be released on or about November 26, 2007. This is full and open competition procurement. The North American Industry Classification System (NAICS) Code is 541330. Engineering and the Small Business Size Standard is $25M. All responsible sources may submit a proposal that shall be considered by the Government. The solicitation and any subsequent amendments resulting from this announcement will be available to interested parties via the SPAWAR E- Commerce Central web site at http://e-commerce.spawar.navy.mil, under SSC San Diego Open Solicitations. The solicitation will only be available electronically at this web site. Hard copies of the solicitation will not be available.
