- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to award a Blanket Purchase Order (BPA) for informal EEO Counseling Services to the California Army National Guard, Sacramento, CA. The need is open and continuous and on an as-needed basis. REQUIREMENTS: *EEO Counseling shall be IAW 29 CFR 1614 and the EEOC MD 110; *Each EEO counseling activity will include all legal requirements necessary for Complaint Intake, Documenting The Basis and Issues, Notification of Rig hts and Responsibilities, Claimants Options of Redress, Required Interviews of relevant witnesses, documenting facts of dispute, appropriate resolution activities, Final Interview and EEO Counselor Report; *All complaints must be completed within a 30-day timeline unless specifically requested by claimant and approved by agency, with no change in cost; *Any required travel and per diem expenses will be borne by the agency with pre-approval via any necessary commercial carrier; *Vendors shall use legally re quired documentation, agency approved letters, announcements and notices for all counseling actions; *Vendors must be able to provide trained ADR specialist should that option be offered by host agency. PRICING: Offer pricing should be broken down per as signed complaint / issue and should be inclusive of all telephone calls, faxes, etc. necessary to conduct the required service. The government anticipates up to three (3) EEO complaints per year. Period of performance will be Date of Award to 30 Sept 201 2 at the discretion of the government. Economic price adjustments will be considered at the start of each fiscal year (October). All vendors MUST be registered in the Central Contractor Registration (CCR). Duns & Bradstreet, CAGE Code & Federal Tax ID n umbers MUST be submitted with quote. Offers are due NLT 1:00 p.m. on 11/15/07 by mail, email or fax.
