Description
The Army Contracting Agency Southern Region Contracting Center  West (SRCC-W), Fort Sam Houston, Texas, plans to competitively award a contract for OH-58 Helicopter Pilot Services. This requirement is for a performance-based, non-personal services contract that requires the contractor to perform and support helicopter flight operations using Government-owned OH-58 helicopters during training exercises at the National Training Center, Fort Irwin, California. The services require eight Pilots in Comm and, an Instructor Pilot/ Pilot in Command, an Aviation Life Support Equipment Technician, and an Aviation Operations Specialist. The services are to be performed in company with US Army pilots on training exercises within a 400-mile radius of Bicycle Lak e Army Air Field. Flight operations are conducted by qualified pilots-in-command who operate Government-owned OH-58 in day, night, & night vision goggle conditions. Aircrews shall use night vision goggles when directed by the Government, usually during f light operations from 30 minutes after sunset until 30 minutes before sunrise. Contractor aircrews shall also position/deposition the OH-58s for maintenance, and fly the OH-58 on other routine missions as scheduled by the Government. These routine mission s will not include movement of Government personnel strictly for transportation from one location to another. The flights will include pinnacle landing and approaches as well as low level, nap-of-the earth and terrain following flights at varying elevation s and at density altitudes over 5,000 feet above sea level. Flights will be through areas of rugged peaks, deep canyons, cliffs, rock outcropping and steep slopes. Landing may be in confined areas surrounded by trees, brush, rocks, snow or ice. Flights w ill be under VFR conditions at any time of the day or night. The contract type will be a fixed price, Indefinite Delivery Indefinite Quantity contract with an anticipated base period of twelve months and four 1-year option periods. NAICS code is 488190 a nd size standard is $6.5M. The solicitation can be viewed at www.fedbizopps.gov on or about 20 November 2007 under solicitation number W9124J-07-R-0014. Proposals received in response to this solicitation will be evaluated in accordance with procedures o utlined in Federal Acquisition Regulation (FAR) Part 15 for Lowest Price Technically Acceptable source selection methodology. Proposals are due on or about 20 Dec 2007 and award is anticipated in late March 2008. Once the solicitation is posted, it is in cumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The Government intends to award without discussions, therefore, the Offerors initial proposal shall contain its best terms. A pre-pro posal conference and site visit will be held at Fort Irwin, the date and time will be provided in the solicitation. All contractors are encouraged to attend and should register in accordance with the requirements to be provided in the solicitation.
