Description
THIS SPECIAL NOTICE IS FOR INFORMATIONAL AND PLANNING PURPOSES ONLY. THIS NOT A REQUEST FOR PROPOSALS. The Department of Homeland Security (DHS), Office of Procurement Operations (OPO) is seeking industry input/comments for a follow-on acquisition to provide support to the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC) Program. The current contract (HSHQDC-07-F-00157) was awarded on July 31, 2007 to Centra Technology, Inc. Additionally, the Government WILL NOT provide reimbursement for any information that may be submitted in response to this Special Notice. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. The results of this Special Notice will be used to finalize development of the subsequent Request for Proposal (RFP). The objective of this project is to obtain professional services for the Office of Infrastructure Protection (OIP) to support the HITRAC infrastructure risk assessments and related programs. The OIP office is in need of contractural support that provides expertise in five key areas: (1) Contract Management; (2) Security Strategies Support; (3) Risk Integration and Analysis Support; (4) Quick Response, and (5) Transition Management. The attached Statement of Work (SOW) defines the requirement. The purpose of this Special Notice is to gather ideas as to whether the attached SOW encompasses all aspects needed to successfully respond to a RFP. Responses to this Special Notice shall include: Company name, address, point of contact, telephone/fax number, and email address; comments on the draft SOW. Any information submitted by respondents as a result of this Special Notice is strictly voluntary. This Special Notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All information submitted in response to this Special Notice shall be received no later than 2:00PM EDT, on November 14, 2007 to email address: Charlotte.Moore@dhs.gov. Comments, recommendations, changes and other input should be limited to five (5) pages of text. Telephone responses are not acceptable. All documentation shall become the property of the Government.
