- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This is issued as a Request for Quote (RFQ) Number SP4410-08-Q-2006. The performance timeframe is a 12-month base and two (2) 12 month option periods. The RFQ is for the Defense Reutilization & Marketing Service (DRMS) has a requirement for the services Scrap Rubber Transportation for DRMOs and other sites in Oklahoma and Texas. This procurement is 100% small business set-aside with a North American Industry Classification System (NAICS) code of 562219. In order to qualify as a small business your annual income cannot exceed $11,500,000. See RFQ for Wage Determination Numbers that apply to this RFQ. The following clauses will be included into the award: FAR 52.212-1 Instructions to Offerors Commercial Items, FAR 52.212-4, Contract Terms and Conditions Commercial Item; FAR 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offer must submit Representations and Certifications (FAR 52.212-3). If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (j) of this provision. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (b) through (i) of this provision at http://www.drms.dla.mil/drmsp/fillins.doc.
