- PRESOLICITATION NOTICE: The VA National Acquisition will issue a Request for Proposal (RFP) VA-797-07-RP-0023 for the Department of Veterans Affairs for Standard Manual Wheelchairs. Estimated Annual Usage for Standard Manual Wheelchair units is 34,000 units. Specifications are as follows: Sizes (width & depth) - 16"x16", 18"x16", 20"x18". Frame Type - Standard folding frame with 250# user weight capacity. Armrests - Fixed height, detachable, reversible, with desk length padded arm support. Solid panel to serve as clothing guard. Back canes - 8 degree bend with integrated push handles. Backrest height - Fixed @ 16". Seat & backrest material - Nylon. Seat height - 19.5". Casters - 8" composite caster with solid tire. Rear wheels - 24" composite wheel, solid tires, aluminum hand rim, threaded axle (bolt-on). Front rigging - Standard, swing-away, detachable, 70 degree angle, push button, adjustable length, flip-up composite footplate with heel loop. Wheel locks - Push to lock. Anti-tip devices - Adjustable length, removable. Required Options: Elevating Leg Rests - Swing away, adjustable position calf pad. Wheel lock extensions - 6" removable. Oxygen holder - Accomodates E-tank. Designed for simple installation without adverse impact on client safety (i.e. compromise of rearward chair stability or contact of tank with client). Cane/Crutch holder - Designed for simple installation with right and left orientation available. Estimated Annual Usage for the Required Option units is 1,000 units. Only one award will be made through this solicitation. The estimated quantities listed above are for VA only. The contract period will be for one base year plus four one year option periods. If the offeror is not a manufacturer, a signed agreement between the offerer and the manufacturer must be submitted with the offer and remain in effect for the duration of the contract to include the option years. Solicitation number VA-797-07-RP-0023 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about September 13, 2007 with a closing date of 30 days from the solicitation issuance date. The NAICs code for this procurement is 339113. Any future amendments and other miscellaneous documents will be available electronically for download at the following URL http://www.fedbizopps.gov. No paper copies of the solicitation will be available and no telephone requests for paper copies of the solicitation will be accepted.
