Description
This synopsis is posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. Vendors should regularly access the specified websites to ensure they have downloaded any and all amendments. This is a combined synopsis/solicitation for commercial items using simplified acquisition procedures in accordance with FAR Part 13.5, prepared in accordance with the format in Subpart 12.6. This announcement constitutes the only solicitation for this requirement; proposals are requested and no written solicitation will be issued. REQUIREMENT: The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires: access, for a period of one year, to Microsoft source code and expertise in the development of Microsoft OS and application software products, to facilitate Government efforts to develop software. Since the Government-developed software must interface, and be compatible, with Microsoft operating systems and related application packages, and since such compatibility requires knowledge of proprietary Microsoft source code, only Microsoft can provide the information needed to properly develop our software. This requirement will be satisfied by acquisition of: CLIN 0001, a commercial Microsoft premier-support package comprised of qty 400 Application Development Consultant (ADC) hours, qty 95 Support Account Management (SAM) and Support Assistant (SA) hours: to provide proactive technical consulting and reactive support (including formal code reviews, benchmarking and test plan assistance, esc alation management, submission of service delivery plans and support usage reports) as it applies to development of Government software items. The package will also provide qty 30 problem resolution support hours (which include hot fixes and critical problem alerts), unlimited-user ServiceDesk license to the Microsoft website for Premier support customers, and qty five ADC onsite visits (up to two days duration each). PROVISIONS/CLAUSES. The Federal Acquisition Regulations (FAR) and Department of Defense Federal Acquisition Regulations Supplement (DFARS) provisions and clauses referenced by this solicitation can be found in full text at http://www.farsite.hill.af.mil. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-19, 2005-20, and Class Deviation 2005-0001 or the Defense Acquisition Circular 20070913 edition. This SOLICITATION incorporates, by reference, the following FAR and DFARS provisions and clauses: (a) FAR 52.212-1, Instructions to Offerors ? Commercial Items; (b) FAR 52.212-2, Evaluation ? Commercial Items [fill in: Factors used to evaluate offers are: (1) technical capability to meet the Government requirement and (2) price. A best value award will be made to the responsible offeror with the lowest priced, technically acceptable offer.]. The solicitation also includes (c) FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items, and (d) DFARS 252.212-7000, Offeror representations and certifications ? Commercial items. The contract AWARD DOCUMENT will include (e) a clause prohibiting employment of any active-duty U.S. Government military or civilian personnel without prior written approval of the Contracting Officer as well as (f) FAR 52.212-4 Contract Terms and Conditions ? Commercial Items; (g) FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (with selection of elements as required by FAR prescription); DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (with selection of elements as required by DFAR prescription). The award will also include a DD Form 254, Contract Security Classification Specification, for consultation that requires consideration of customer information at the customer locale. PROPOSAL and AWARD CONSIDERATIONS: Representations and Certifications shown at FAR 52.212-3 and DFAR 252.212-7000 must be available via the Central Contractor Registry (CCR)/ Offeror?s Representation and Certification Application (ORCA) website or completed and submitted with the offeror?s proposal/capability statement for this requirement. The Government will award a Firm Fixed-Price contract to the responsible offeror whose offer conforms to the requirements of this RFP and is determined to be most advantageous to the Government based on price. Potential awardees must be Microsoft Corporation or authorized re-sellers of the Microsoft ADC package. In order to be eligible for award, firms must be determined responsible in accordance with FAR 9.104-1 and they must be registered in the CCR. (Offerors may obtain information on registration in the CCR via the internet at http://www.ccr.gov/.) Award will be made under Simplified Acquisition (FAR Part 13.5) and Commercial I tems Procedures (FAR Part 12). The Government may not make advance payment(s) for the required consultation package, but will make post-performance payments on a monthly, quarterly, bi-annual, or annual basis, as preferred by the awardee. Offers must be submitted via email to DLGR_NSWC_NSWC_XDS13@navy.mil, must be received NLT 1200 EST, on 9 November 07 and must reference Solicitation Number N00178-08-R-3011. Estimated award date is 30 November 2007.
