- Description
- Design/Construct a new F-22 Jet Engine Inspection and Maintenance Facility. The project will include spaces for administration, training, storage, inspecting and repairing jet engines. The project will include site improvements to include storm drain age, vehicle parking and all necessary support for a complete and useable facility. Place of Performance: Elmendorf AFB, Alaska. The estimated design and construction cost for this project is between $10,000,000 and $15,000,000. CONTRACT INFORMATION: Th is solicitation will be a design/build, competitive 8(a) set-aside procurement restricted to the SBA Alaska District Office servicing area, SBA Requirement Number 1084-08-800209. The procurement will be conducted using source selection procedures and the a ward will be based on the best value to the Government considering price and non-price factors, cited in this announcement and the solicitation. Any resulting contract will be firm-fixed priced. NAICS Code: 236220 with a size standard of $31,000,000. An ticipated NTP: 06 Mar 08 with a 540 calendar days period of performance. Offerors are advised that a contract resulting from this solicitation is contingent upon Congressional approval. Should Congress not authorize this project or appropriate the funds , the solicitation will be canceled. If the project is canceled, all proposal preparation costs will be borne by the offeror. The Davis-Bacon Act will apply. All responders are advised that this project may be canceled or revised at any time during the s olicitation, selection, evaluation, negotiation and final award. Joint ventures must also be registered in CCR as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in plac e should they be selected for the award. SELECTION CRITERIA: The single phase source selection process will consist of three volumes. Volume I of this acquisition will evaluate offerors considering the following factors: Experience; Past Performance; an d Organization and Management. Volume II will evaluate offerors considering the following technical factors: Design Solution & Design Drawings; Proposed Schedule; Contractor Proposed Betterments; Proposed Material; and Commissioning. Volume III will inc lude price. The overall technical (non-price) evaluation rating is considered approximately equal to cost or price. OBTAINING THE SOLICITATION: The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 19 Nov 2007. Once the solicitation is posted in FedTeDS, a link to the solicitation will be provided at www.fbo.gov. All solicitation documents will be posted to the Federal Technical Data Solution (FedTeDS) website. Access to the documents wi ll be through a link on the FedBizOpps website: http://www.fbo.gov. Use the Advanced Search function and use this solicitation number to Search by Solicitation/Award Number.
