- This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The US Army Contra cting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of HRSolutions Program Office, intends to procure, through one or more solicitations, as a small business set-aside or under full and open procedures, Human Resource support se rvices in the following four (4) program areas. HR encompasses the full life cycle of personnel categories, services, and support to Defense personnel and their communities, civilians, military components, families, veterans, retirees, and communities. I nterested businesses are encouraged to submit their capability packages outlining their experience in the following four (4) program areas: Studies and Analysis; Personnel Service Support; Administrative Services Support and Recruitment and Retention. Encl osure 1 provides more detailed information on the functional areas requiring contractor support under the four (4) program areas in addition to information requested under this notice. The capability packages must be submitted by November 15, 2007. If cap ability packages are not received from at least two responsible small business concerns or if the Government determines based upon an evaluation of the capability packages submitted that no small businesses are capable of performing this requirement or any one or more of the four program areas, this requirement will be solicited either singularly or separately as four solicitations under full and open procedures. When solicited, the Government anticipates issuing performance based multiple awards utilizing a hybrid format consisting of various contract types. The period of performance anticipated is one year with the potential for up to nine (9) one-year optional periods. The place of performance will be at Government owned or leased facilities and contra ctor sites both CONUS and OCONUS. DD Form 254 will be applicable thus requiring contractor personnel to maintain a current secret clearance or required level of background check (NAC etc.) for the Task Orders resulting from this procurement. A draft Requ est for Proposal (RFP) (or proposals) will be posted and when posted can be retrieved from the CCEs homepage at: http://dccw.hqda.pentagon.mil/rfp/rfp_1.asp then select the desired RFP and click on the Process button. Industry will be notified when a dr aft RFP is ready for posting. Contractors are discouraged from submitting inquiries regarding the draft RFP at this time. Contractors are responsible for all costs associated with submitting their capability packages. Capability packages and comments/ques tions pertaining to this notice will be accepted in written form only. Please do not make inquiries by telephone.
