- Solicitation VA-241-08-RI-0030 PM/Repair Service - FX Masse Assoc Issued: 11/2/20007 Due Date: 11/9/2007 The VA Medical Center White River Junction, Vermont, intends to negotiate a sole source contract with FX Masse Assoc. of Gloucester, Massachusetts, to perform a follow-on service contract to provide testing and inspection of specialized diagnostic equipment located at the medical center. F.X. Masse Associates, Inc. is uniquely able to supply this service because of test equipment which they bring to do the necessary testing. This equipment testing is done on a yearly basis. They also provide quarterly inspections of laboratories which use radioactive material. This is done in Research and Nuclear Medicine. These areas are licensed for authorization to possess and use radioactive material. Use and possession of radioactive material is under strict regulation and subject to unannounced inspections by the U.S. Nuclear Regulatory Commission and VA Health Physics Program. F. X Masse provides quarterly inspection of these areas as well as record keeping which record daily use and other surveys of radioactive material usage. This service insures that we are up to date with record keeping and proper usage and storage of Radioactive Material. The Veterans Affairs Radiation Safety Program is required to hold quarterly Radiation Safety Committee Meetings. F .X. Masse attends these meetings to provide advice on up to date changes in regulations and inspection practices. Inspections at this facility for over twelve years have been without violations. This notice is not a request for competitive proposals. No solicitation package will be available. A determination by the Government not to compete this proposed contract is entirely within the discretion of the Government.
