Description
*****SEND ALL INFORMATION FOR CONSIDERATION TO CAMERON.D.GREEN AT CAMERON.D.GREEN@NASA.GOV, OR FAX TO 256-544-4401***** NASA/MSFC has a requirement for an ElementCXI Development System. NASA/MSFC intends to purchase the item on a sole source basis from ElementCXI, LLC. Competition is impractical for the following reasons: 1. Product is unique in hardware architecture and utilization approach, along with potential for expansion of capabilities along lines most compatible with NASA?s interests in high speed, low power, robust, scalable, reconfigurable computing resources, with potential for partial or full reconfiguration both during continuous operation of the hardware and after brief interruptions of service in the event of major failures. Self-checking, cross-checking, and general fault detection and mitigation capacity is a requirement. No other technology investigated to date has shown the level of potential for addressing all of these areas. 2. Product is an integrated system for both evaluation of the core reconfigurable technology and also its implementation for demonstration in pending research. 3. Attempts to acquire components separately would be very ineffective, as this is the only source of the core technology and the product is to be delivered as an integrated development system for research using the core technology. This Procurement is a sole source. The government intends to acquire a commerical item using FAR part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact: Cameron D. Green at CAMERON.D.GREEN@NASA.GOV, Fax: 256-544-4401 no later than November 4, 2007 at 4:00PM CST. Such capabilities will be evaluated solely for the purpose of determing whether or not to put this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An obudsman has been appointed. See NASA Specific Note "B".
