Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to acquire, on a sole source basis, engineering services for the support and maintenance of equipment from OceanWorks nternational Corporation, (OceanWorks) 1225 Keith Rd E, Suite 3 North Vancouver, BC (Canada) V7J 1J3 (CAGE: 3AA44). The Deep Submergence Systems Program, Portsmouth Naval Shipyard (Code 205) and Advanced Undersea Systems Program Office (PMS 394R) have a requirement for engineering services to support and maintain the Submarine Rescue Diving and Recompression System (SRDRS). The purpose of the SRDRS is to rescue submariners. The SRDRS consists of deep depth hardsuits (ADS2000), Launch and Recovery System (LARS), a Pressurized Rescue Module System (PRMS), a shuttle craft and PRMS Mission Support Equipment (MSE). OceanWorks is the incumbent contractor on the present engineering support and maintenance contract (N66604-02-D-0844). OceanWorks, or its predecessors in interest, was contractor for prior contracts under which the SRDRS or components was originally acquired (N61331-97-D-0013, 17 Jan 1997; N61331-98-C-0036, 14 Aug 1998; N00024-00-C-4010). The incumbent?s engineering expertise, original source for some system components and consideration of costs comprise the basis of the Government?s intent to negotiate and award on a sole-source basis to OceanWorks a contract for hardware, hardware support, operations support, technical and engineering support services and data to support and maintain the SRDRS. The items to be acquired include: Engineering services, Drawings and drawing upgrades, Technical Manuals and associated upgrades, Replacement parts and supply support, Maintenance, installation, repair, refurbishment and troubleshooting, manufacturing of new systems and repair parts, Operations support and Training. An Indefinite-Quantity CPFF contract is under consideration. The period of performance is approximately 1 January 2008 to 31 December 2012. The estimated Level of Effort (LOE) is approximately labor 31,750 man hours. For information on this acquisition contact Ray Smith at 401-832-5939 or at SmithRD@npt.nuwc.navy.mil.
