Description
The Program Manager for Chemical Stockpile Elimination (PMCSE) has the responsibility to execute the destruction of the United States chemical agent stockpile. The majority of the stockpile consists of the nerve agents GB and VX and mustard blister a gents HD and HT. The destruction of these agents is being accomplished at U.S. Army chemical agent destruction facilities (CDFs). There are small amounts of other materials in the stockpile that also require treatment. These materials include Lewisite (L ), GA, and GA/UCON (UCON is a thickening agent) ton containers (TCs) that are currently being stored at the Deseret Chemical Depot (DCD) in Tooele, Utah along with contaminated secondary waste generated during the storage and maintenance of the Lewisite. The PMCSE is evaluating technology options and approaches to process the L, GA and GA/UCON TCs and L-contaminated secondary waste at DCD. PMCSE is issuing this notice to solicit interest from technology vendors in order to assist the government in identify ing and assessing technologies that may be suitable for the treatment of these materials. Both total and partial (e.g. pre-treatment) technologies are of interest. A pre-treatment technology, for example, is one that treats the L-contaminated secondary w aste sufficiently to allow disposal by conventional hazardous waste or non-hazardous waste means. The PMCSE is particularly interested in demonstrated technologies that can be implemented expeditiously and cost-effectively. The PMCSE is inviting interested parties to a technology briefing to be held: Time: 0930-1200 hours EST Date: November 27, 2007 Place: Chemical Demilitarization Training Facility, Edgewood Arsenal At this technology briefing the government will describe the challenges and requirements of the L, GA and GA/UCON TCs and L- contaminated secondary waste disposal programs. This forum will also provide attendees the opportunity to participate in a question and answer session. At the conclusion of the briefing, interested technology providers will be given guidelines indicating how to submit their technology for consideration for inclusion in the governments disposal technology assessment efforts. The guidelines will provide a format to be used to describe the technologys basis for treatment, state of development (maturity and demonstrated scale), experience with chemical agents, and other aspects so that all the technologies can be reviewed and evaluated by the government on a common basis. The results of the assessment will be provided as an advisory to the prospective offerors to allow them to determine whether to devote resources in pursuit of potential opportunities. Purveyors of viable technologies will be invited to parti cipate in any resultant acquisition efforts.
