Description
This is a Sources Sought Synopsis. If your company can provide this service, please furnish the following information: Company Name, Address, Size, Point of Contact, Telephone number, Facsimile number, E-mail address, and a short description of co mpany capabilities. All responses of interest must be in writing. Award is expected to be for a base year plus four option years. Responses required no later than November 9, 2007. Performance Work Statement for Survey of Pavement Management System Assets and Installation Traffic Movement Count for Fort Lewis and Yakima Training Center, WA. DESCRIPTION OF SERVICES. The contractor is to provide all labor, equipment, and materials and perform all work under the terms of this contract to survey assets and prepare data for inclusion to the Pavement Management System (PMS) of Fort Lewis and Yakim a Training Center, WA. The major elements for asset surveys and data assessment are as follows: The contractor shall provide the following: Geographic Information System (GIS) capable pavement management system (PMS) data. This includes hard copies of the data as specified in paragraph 5c. Incorporate all Public Works available GIS and available electronic as-built data into the PMS programs. Conduct a basic survey of all roads, parking lots, and sidewalks. There are approximately 360 lane miles of r oads with road usage functional classifications 1-6 & 8. Roads within the Army Family Housing functional classification 7 are not part of this contract. Work schedules and defined areas will be identified on an attachment with the solicitation. Roads th at transit through the housing areas that are part of this contract will be identified in an area map provided by the Government. Provide a report, using PMS, a ten year restoration/repair plan, broken out yearly, to an approved pavement rating for the in stallation. Conduct a basic survey of Yakima Training Center (YTC) functional classification 8 (cantonment area). This includes data upload into the PMS and ten year restoration/repair plan. There are approximately 33 lane miles of paved surfaces in YTC . Perform motor vehicle traffic counts at 25 stations annually on Fort Lewis. Provide an annual report of flow, volume, vehicles type, peak traffic impact, and timing of traffic control devices that influence each station. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will furnish or provide access to the following for information and guidance. Reference to these manuals is not mandatory, but will provide format and terms for report standardization necessary for Government use and acceptan ce. Chapter 2 of Army Regulation AR 470-72 Transportation Infrastructure and Dams at Government web site (http://www.army.mil/usapa/index.html as well as those ARs and Technical Manuals TMs identified in chapter 2 of AR 470-72. (Available on CD). All CDs will be provided at contract start and shall be returned to the Government after the survey is complete. Existing current Public Works GIS dataset. The Government will not provide facilities, nor equipment, vehicles, fuel, supplies, and materials to accomplish this work unless specifically stated on the PWS. Note: McChord Air Force Base may be included in this contract if during the facility consolidation process, the need for requirements within scope of this contract exist. Any data requirements will be identified at the time of contract modification to inc lude McChord Air Force Base.
