Description
The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA) intends to acquire services to take, document and disseminating upper air rawinsonde observations and the taking and reporting of cooperative and supplemental weather observations for the National Weather Service, located at the Weather Service Contract Meteorological Observatory (WSCMO) in Denver, CO. The contractor shall provide an adequate number of personnel who are certified upper air weather observers to perform the services. The contractor is required to have one certified upper air observer on duty at the contract office between 1030 and 1230 and between 2230 and 0230 UTC daily. At least two contract employees shall have at least one year experience or more in taking upper air observations within the last three years. A third contract employee shall have at least six months experience in taking upper air observations within the last three years. All contract employees shall be certified by the NWS and have an upper air observing certificate by the commencement of a contract. The supervising official assigned by the contractor shall be responsible for promulgating instructions and information; for developing quality control techniques; maintaining established quality control procedures; preparing the reports required by a contract; filing revisions to the instruction manuals; working with other staff to review performance and provide training; preparing work schedules to be reviewed by the Boulder NWS Office and the Contracting Officer?s Representative; and for performing all other supervisory and managerial duties required. All upper air observations shall be performed in accordance with the most recent revisions of the FMH #3, WSOH #10, Microart Training Guide (for Vaisala Radiosondes), the appropriate sections of EHB #9, and other related manuals and instructions provided by the NWS. Upper Air observations shall be taken two times daily, each day of the contract period. The Government will provide the facilities, equipment, and supplies directly related to the taking, documenting and disseminating of upper air observations. The Government intends to award a contract to the contractor that meets the requirements stated in the solicitation and offers the lowest bid. This acquisition is 100% set-aside for small business. An Invitation for Bid (IFB) will be available on or about November 9, 2007. The proposal due date and time will be stated in the IFB. Any small business interested in a copy of the IFB, should submit a request in writing to jacquelyn.a.shewmaker@noaa.gov. Vendors will be notified when the IFB and postings associated with the IFB become available for download. No paper copies of the solicitation will be issued. It is the responsibility of interested parties to download the IFB and related documents from Fed Teds, and to revisit the site frequently to obtain any updates/amendments to any and all documents.
