- NAICS Code: 334516 DESCRIPTION: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This solicitation number is RFQ-CO-08-00001 and it is being issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. (iv) This requirement is not set-aside. NAICS code 334516 applies. (v) CLIN 1: Smiths Detection P/N 023-1010; HazMatID Extended Package - sample interface is a single (1) reflection diamond requiring a single drop of liquid or grain of powder for analysis. Includes hardware, software, training, partnership program and 10 libraries. CLIN 2: Smiths Detection P/N 024-1005; RespondeR RCI Partnership Package. This is a portable Ramam spectrometer for the chemical identification of unknown solids and liquids. Includes hardware, software, training, partnership program and 5 libraries. CLIN 3: Smiths Detection P/N 000-5020; Aldrich Ramam Library Set I. This is a collection of 4000 Ramam spectra collected on the RespondeR RCI. It encompasses a broad range of chemicals including Toxic Industrial Chemicals (TIC), solvents, and chemicals used in industries that include chemical and petrochemical, food and beverages, plastics and polymers and pharmaceutical. CLIN 4: Smiths Detection P/N 000-1004; ICHEM Ramam Library from ST Japan Set I (3456 spectra). This library set is a collection of Ramam spectra collected on the RespondeR RCI through collaboration with ST Japan. It encompasses a broad range of chemicals including, Toxic Industrial Chemical (TIC), solvents and chemicals used in industries that include chemical and petrochemical, food and beverage, plastics and polymers and pharmaceutical. CLIN 5: Smiths Detection P/N 024-2000; HazMatID/RespondeR RCI Communications Upgrade. This includes hardware and software required to upgrade the HazMatID to communicate wirelessly with the RespondeR. (vi) EPA, Region 8 requires the above noted equipment in order to bring the Region in line with other EPA Superfund Program Offices. The other offices already have the equipment and Region 8 must have it as well in order for the equipment from all the offices to cross-communicate in case of a hazardous incident. Specifics are as noted above and in documentation that can be provided by the procuring office noted below. (vii) Supplies are to be received and accepted at place of destination as soon as possible after receipt of order, but no later than 120 days ARO, with the Partnership Program lasting 5 years from receipt of equipment delivery. (viii) The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. There are no clauses added to this acquisition as addenda to this provision. This provision can be accessed electronically at http://www.arnet.gov/far. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government intends to award this as a non-competitive action to Smiths Detection - Danbury as the sole provider of the equipment. It is anticipated that an order will be issued without further discussion, however, please see notes below. Offerors are reminded that award can only be made to a contractor who is registered in the Central Contractor Registration (CCR) data base. (x) Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quotation. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. There are no clauses added to this acquisition as addenda this provision. (xv) The numbered note(s) which apply to this solicitation are as follows: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
